ROCHESTER, N.Y. — News10NBC returned to Campbell Street in Rochester to follow up on complaints about garbage piling up in the area.

Declan Stablow of News10NBC reported that trash still covered the incline from Campbell Street to the barrier of Interstate 490, including fast food wrappers, bottles and clothes. Stablow said a full garbage bag remained in the same spot as during his previous visit.

A television was still on the sidewalk at the corner of Massey Drive and Campbell Street, Stablow said. Neighbors told News10NBC that city crews had visited several times in recent weeks, and Boswell Street, which was previously littered with garbage, was now clean.

However, residents near Campbell Street remained frustrated and said they had been calling 311 and the Department of Transportation to request cleanup. They believed the trash came from people throwing items off the side of I-490 and from homeless people in the area.

“Because when you turn around that corner, if I want to buy my house and I turn and someone come to look at my house about, that’s the first thing they’re going to see because it’s at the end of the street. And that’s the first thing they’re going to see before they come to my street. They’re going to say, no, I don’t want, I don’t want no, no, thank you… And this is just it’s not right. It’s not right. You know, I pay too much tax,” Gibson said.

Stablow said he contacted the city and the Department of Transportation to confirm who was responsible for cleaning the area. The city said the state maintains I-490 and its on and off ramps but could not confirm whether the incline was city or DOT property, referring the question to the DOT.

The state Department of Transportation said its crews continued to collect trash along its roadways and previously said anything outside the right-of-way was the responsibility of municipalities and property owners.

Stablow said the DOT did not confirm whether it was responsible for the incline behind him and that News10NBC submitted a FOIL request for the New York State Thruway map.

The city previously told News10NBC it could not stop people from littering but encouraged residents to report it. The DOT said everyone could help keep highways clean by practicing good disposal habits.

The city also highlighted several initiatives to keep streets clean, including NYS Adopt a Highway, Walking For Rochester, Mini Clean Sweeps and the Respect Rochester anti-litter campaign.
