The legislation, named after the late Republican Senator Lindsey Graham, had remained stalled for months as Trump pursued diplomatic efforts to settle the conflict. Graham, a vocal supporter of Kiev, had championed tougher sanctions against Russia.

US-mediated efforts to resolve the conflict largely paused after Trump launched a war against Iran in late February. Diplomatic contacts resumed earlier this month, when White House envoys Steve Witkoff and Jared Kushner visited Moscow and Kiev.

The bill also targets Russia’s energy and defense sectors and its so-called “shadow fleet” of tankers allegedly used to evade sanctions. Its tariff provisions target major buyers of Russian energy, including China and India.

New Delhi said on Thursday that it was monitoring developments and would take “all necessary measures” to protect its economic interests and energy security. India has also warned the US that tariffs imposed over purchases of Russian oil could affect bilateral ties.

The measure faced opposition from many House Democrats, who argued that it could raise costs for Americans. House Democratic Leader Hakeem Jeffries said that the legislation could give the president “unfettered authority” to impose tariffs.

Moscow has repeatedly rejected Western sanctions as illegal and ineffective. President Vladimir Putin has said that Russia has adapted its economy to mitigate their impact despite tens of thousands of restrictive measures imposed on the country.
