ROCHESTER, N.Y. — Neighbors on Campbell Street say people have been illegally dumping trash in their neighborhood for three years.
News10NBC’s Declan Stablow found takeout trash, bottles, old clothes and even a full garbage bag lying on the incline leading up to Interstate 490. A full TV was lying at the corner of Campbell Street and Massey Drive. Part of the hill was covered in what looked like toilet paper.
“I burn up inside. Burn up. I just can’t believe that people are so disrespectful and and and they just don’t care. I’m I it kills me. It angers me anger and, I’ll do anything I can to get this cleaned up,” Barbara Jean Indivino said.
Indivino spends a few hours every week picking up trash. She filled up a trash bag earlier this week after two days of work.
“And it doesn’t stop. The trash and litter just continues and continues and continues. people got to have more respect for their neighborhood, for the city,” Indivino said.
On the other side of 490 on Boswell Street, liquor bottles were lying along the fences. Condom wrappers were also on the ground.
Indivino thinks the trash is partly due to people experiencing homelessness who hang out in the area and drivers on 490 dumping their trash.
“People, from what I hear, come at night and dump stuff. But it’s also people during the day. They’re hanging out in, in the incline by the expressway here, and they’re leaving behind their trash and their litter. And it’s just appalling and disgusting,” Indivino said.
Indivino made multiple calls to the city and the state Department of Transportation about the issue. She said she hasn’t seen any real progress.
“More has to be done in terms of trying to enforce the litter and trash laws. Extremely frustrating that nobody’s taking it seriously how bad it is,” Indivino said.
News10NBC reached out to the city and the state Department of Transportation to see if they’re aware of the issue and whose responsibility it is to get the area cleaned up. The DOT said it routinely picks up trash near roadways and expects to be out at the 490 right of way in the coming weeks. It said any trash outside the right of way is the responsibility of the city or property owners.
We reached out to the DOT to clarify whether the specific trash on the incline is its responsibility, but haven’t heard back.
The city said it believes it has responded to past complaints and cleaned up. The city believes people keep dumping there, which is why neighbors have to keep calling. The city said it can’t stop people from dumping but said people can report it to 311. The city also said it had someone drive by the area earlier but said they didn’t really see anything.
Indivino said she’ll probably be back out there again this week to pick up more trash. She hopes more people will see the trash and start helping out.
