The FIA’s decision to restore Russia’s national identity to international motorsport has triggered a fresh diplomatic confrontation, with Ukraine’s governing body taking its opposition directly to the federation’s ethics machinery.
The Ukrainian Automobile Federation (FAU) has formally complained to the FIA Ethics Committee after the World Motor Sport Council voted on August 3 to remove restrictions that had prevented Russian and Belarusian competitors from racing under their national colours.
The change was confirmed to the relevant parties by the FIA legal team on August 13, ending more than four years of restrictions introduced following Russia’s invasion of Ukraine in February 2022.
While Russian and Belarusian drivers were never completely barred from competing, they had been required to race under FIA colours and accept conditions of neutrality.
The latest decision removes those limitations, allowing national symbols, colours, flags and anthems to return to international competition.
For Ukraine, that goes far beyond a change to sporting regulations.
Ukraine takes its protest to the FIA
FAU president Oleksandr Feldman has accused the Russian federation of violating FIA statutes and called for immediate action against it.
"This is a clear breach of the FIA statutes by the Russian Automobile Federation, which, as an FIA member organisation, is bound to comply with them.
"We urge the FIA president to take urgent action to have these offices closed, and for the Russian Automobile Federation to be sanctioned for its actions."
The formal complaint follows an earlier FAU appeal against the WMSC decision. On August 15, Ukraine's federation stressed that Russia's "armed aggression against Ukraine continues," while warning that allowing the two nations to return fully to the international sporting arena would allow them to "use sport as a tool of state propaganda".
The FAU also cautioned that the FIA's move "may have negative consequences for the unity of the international motorsport community".

The governing body has maintained that its decision reflects a broader shift in international sport, following the International Olympic Committee's decision in July and similar changes by other sporting federations.
