ROCHESTER, N.Y. — The Monroe County Board of Ethics has found that Monroe County Sheriff Todd Baxter did not knowingly or intentionally violate the county ethics code.
The report, released by Baxter Friday, concludes that his for-profit consulting firm, Baxter & Barnes Leadership, is not related to his responsibilities and is not a conflict of interest.
This comes months after Monroe County Legislator Rachel Barnhart filed an ethics complaint against Baxter, accusing him of profiting off his office and operation of the jail through his firm.

In a statement released by Baxter, he said: “I intentionally maintained separation between my public duties and private business activities. No law-enforcement-related Baxter & Barnes Leadership classes were taught in Monroe County or provided to Monroe County Sheriff’s Office employees.”
