ROCHESTER, N.Y. — News10NBC has reported extensively on “ghost guns,” including several arrests this year of people accused of carrying “ghost” guns. That includes an arrest in May on Sherman Street and in April on Lyell Avenue.

A viewer, Jim, asked what criteria make a gun a “ghost” gun, adding: “Any additional laws pertaining to a ghost gun and not to a standard weapon? What are the differences between the two types of guns?”

Rochester Police say a “ghost gun” — also known as a privately manufactured firearm or PMF  — is a firearm without a serial number. Commercially made, legal firearms generally have serial numbers so they can be identified and tracked.

The Bureau of Alcohol, Tobacco, and Firearms echoed Rochester police’s definition. The bureau added that there are 10 different types of privately made firearms and more than 45,000 privately manufactured firearms were reported to the ATF between 2016 and 2021.

It is illegal to have a ghost gun in New York, but the laws vary from state to state. Rochester Police said there are a few exceptions when it comes to serial numbers, mostly pertaining to very old or classic guns.
