ROCHESTER, N.Y. — Waterview Heights nursing home is shutting down on Aug. 25.
News10NBC’s Deanna Dewberry received a tip a couple of months ago that closure was likely. Staff members contacted her, saying managers met with them to inform them of the shutdown.
The facility is facing hundreds of thousands of dollars in state and federal fines because of conditions at the nursing home. News10NBC has been investigating those conditions for years.
Pictures show what family members say residents have endured at Waterview Heights. Residents were left lying in their own waste for hours and developed life-threatening bed sores from lack of care.
For two years, News10NBC investigations have documented accusations of abuse at the facility. It has been labeled a special focus facility because it “consistently demonstrated a failure to maintain compliance with a history of practices that resulted in harm to residents.”
Deanna: “If you’re a special focus facility, my understanding instead of having an inspection every 18 months you have two a year?”
“Two a year and you have to pass two of them to even be considered removal from the list. Two in a row,” said Sarah Clark, who’s with Assembly District 136.
Waterview has been a special focus facility since 2023. Inspectors continue to document problems at the nursing home.
During the most recent inspection in March, investigators said the facility’s “south wing had a strong urine smell when exiting the elevator.” In December, an investigator walked into a resident’s room, noting a heavy smell of feces.
The investigator wrote, “The mattress had a dark brown stain measuring two feet by one foot. The resident was sleeping on a mattress without sheet. A fly was on the resident’s leg”
“I’m just a nurse. There’s no aids on my unit. There’s only two nurses in the whole unit actually. Call lights are going off like crazy 123, and then way down there there are some lights that are lit up. I’m currently trying to pass out breakfast, and do diabetes checks, like blood sugar checks and pass meds and everything. This place is crazy. This is Waterview Heights,” a nurse said.
Present and former nurses have told Deanna the facility is so understaffed that often one nurse or one aide is left caring for a wing of almost 40 residents. While new operators took over this year, nurses and aids too afraid to go on camera say staffing is still woefully inadequate.
Legislators Clark and Josh Jensen have long advocated for better oversight of the facility. Jensen spoke to News10NBC last year.
“Maybe a more constant presence from health regulators would ensure a higher level of care,” Jensen said.
Now the feds have gone a step further by shutting Waterview down. As for Waterview staff members, Kirkhaven is holding a nursing job fair on Aug.13 from 9 a.m. to 6 p.m. Click here for more information.
The challenge will be finding beds for more than 160 residents. That is the state’s responsibility, and News10NBC will be following that closely.
