A proposal to open a new In-N-Out Burger location at the former Rite Aid building near 60th and College Avenue in the College Area is still a long way from opening. Originally slated to open in 2025, the burger chain is still in the permitting process with the city of San Diego. According to an article from The Daily Aztec, the family-owned fast food chain was forced to make some technical changes to the design. Doing so, a city spokesperson told the college newspaper, has now allowed the company to move forward with the application process and exempts it from having to undergo any public hearings before approval.In January 2026, the restaurant amended its permit application. Since announcing its plan to open a restaurant in the College Area, residents have shared some concerns over the traffic it will bring to an already busy intersection at 60th and College Avenue. Despite that, a spokesperson for the fast food chain tells Times of San Diego that the company is still committed to opening the restaurant but needs all the proper approvals first.“We do hope to open a new restaurant at 6405 El Cajon Blvd in San Diego,” wrote In-N-Out Burger’s Director of Real Estate, Matt Loevenguth. “At this stage, we are in the development application process, so it’s still too early to say when, or even if, we will obtain the approvals necessary to open a restaurant there.”Added Loevenguth, “We appreciate our customers in San Diego and the surrounding area who have expressed their anticipation, and we’re hopeful we’ll be able to serve them at this proposed location.”
