One of Chicago’s biggest construction projects is on “pause” amid a dispute between Chicago and Bally’s over video gaming terminals.

Work continued Monday on the massive $1.7 billion Bally’s Casino Chicago project despite a notification to the Chicago Community Builders Collect that the company will be “resetting the pace” of construction.

The announcement comes as the gambling giant raised the stakes in its battle with the city over its expansion of video gaming terminals which are now legal under Chicago law.

By June, the Illinois Gaming Board had approved applications for six Chicago establishments to install video gaming machines. All of them are still awaiting city approval. Another 286 establishments have applied for licenses.

The potential, according to Ald. Ray Lopez, is huge.

“Research has shown that we can generate over $8 million if we allow VGTs here in the city of Chicago, and it is well within our right to do that,” Lopez said.

But in a statement released over the weekend, Bally’s said, “The potential for an uncontrolled proliferation of video gambling terminals (VGTs) is in breach of the City’s commitment not to expand gaming in the Host Community Agreement (HCA) and creates uncertainty that could be harmful for Bally’s Chicago prospects.”

Despite the notice, Bally’s said it is on track to open the casino portion of the project by early 2027 and satisfy all its obligations to Chicago.

Still, the company says as many as 1,500 tradespeople on its construction site could be affected by the changes.

“I am very disturbed to learn that Bally’s is choosing to play games with our workforce and our entire casino development project,” Lopez said.

He has drafted a letter to the city’s corporation counsel requesting “timelines and action items necessary to revoke the city’s casino agreement with Bally’s” because of what he calls the “self-induced construction default.”

In its statement, Bally’s said it will continue to assess its options which it said it hopes will include more productive discussions with the mayor’s office and City Council.

NBC Chicago has reached out to the mayor’s office for comment but have not heard back as of publication.
