Earlier this week, the International Olympic Committee (IOC) provisionally lifted a suspension on the Russian Olympic Committee (ROC). The move establishes conditions and recommendations for individual sports’ governing bodies to allow Russian flags, the Russian national anthem, and Russian state officials. For more details on the decision, the reasons the IOC gave, and the potential implications, read our article here.

The consequential announcement triggered responses from the Russian government as well as many national governments that oppose the move.

As reported in the original article, the Kremlin welcomed the lifted suspension on its national sports teams.

“The IOC is sending a clear signal: the Olympic movement must remain free from politics,” Russian sports minister Mikhail Degystarev wrote on social media.

“Our country’s return to the Olympic family is a green light for international federations to reinstate all our athletes,” the minister added.

Many western governments released statements opposing the IOC’s lifted suspension on Russia. Among the several platitudes, Estonia stood out as a statement with a proposed concrete policy response behind it. The Baltic state and Russia’s next-door neighbor said it would propose that the IOC, be banned from receiving European Union funds. The global Olympic government body currently receives funds through multiple European Commission grants and schemes, including Erasmus+.

Estonia will submit this request to EU Minister of Sport, Glenn Micallef. The minister implied that concrete measures to combat the IOC decision could be on the table.

“…sport cannot become a back door for normalizing aggression,” Micallef said. “If dialogue cannot guarantee that, the EU and its member states must be ready to consider proportionate steps to defend the values international sport is built on.”

Across the Atlantic, top Canadian officials had a similar condemnation of the IOC decision with some teeth behind it. Adam van Koeverden, the country’s Minister of Sport and a former Olympian himself, said that he would not allow Russian athletes to participate in any sporting event receiving money from the Canadian federal government.

Several other relevant ministers of European countries expressed disdain for the lifted suspension, including the United Kingdom and Latvia. Ukraine’s foreign ministry also denounced the IOC, saying it’s “troubling signal for the entire international community”. As of last year, 600 Ukrainian athletes had reportedly died in Russia’s war on the country.

The Host Nation

As a major political and financial power and the host of the next Olympics, any reaction from the United States government would hold significant weight. At the time of publication, U.S. President Donald Trump had not publicly commented on the matter, nor had any other top White House official. Within the legislative branch, Republican U.S. Senator to Florida Rick Scott slammed the IOC decision. He said that the choice was a “disgraceful failure to uphold Olympic values”.

““The conditions of Russia’s unprovoked war in Ukraine have not changed; Vladimir Putin is still a thug, and his forces are still committing atrocities against Ukrainian civilians,” Scott went on to say.

In the recent past, there has been an appetite among the U.S. political class to defund global sporting bodies like Estonia is calling on the EU to do now. This manifested when U.S. Congress introduced a bill to withhold contributions to the World Anti-Doping Association (WADA) amid the Chinese doping scandal in 2024.
