ROCHESTER, N.Y. — A high-speed multi-agency chase that started in Brighton on Thursday afternoon ended with an arrest on Lyell Avenue in Rochester after nearly 45 minutes.

Deputies arrested the driver, Ryan Novick, who was arraigned Thursday and is being held in jail with no bail. News10NBC’s Garrett Chan breaks down the chase’s timeline throughout the county.

Where the chase went

According to a criminal complaint, deputies spotted Novick in a stolen truck at Corbett’s Glenn around 12:20 p.m. When they told him to get out, deputies said Novick put the truck in reverse, hit a tree, then a car, sped off, and then hit another tree.

From there, he went west on Penfield Road and up to Route 490 westbound.

Once Novick was on I-490, deputies said he was speeding upwards of 85 miles per hour. News10NBC crews spotted the chase multiple times throughout the afternoon.

The first sighting was right outside the News10NBC studio on East Avenue.

Then around 12:30 p.m., crews saw the stolen truck speeding down Lyell Avenue. Twenty minutes later, another sighting on I-390. Just after 1 p.m., a crew spotted it on Scottsville Road.

At 1:15 p.m., the truck was seen on Lake Avenue. Around 1:25 p.m., a dashcam caught the truck swerving through Norton and Clinton and hitting two cars.

Deputies said Novick hit several cars in the area of Dewey Avenue and Ridgeway Avenue. One person broke their arm.

Novick continued speeding down Dewey before turning onto Lyell Avenue. The truck finally stopped at Lyell Avenue and Verona Street.

What happened once the chase ended

Deputies said once the car stopped, Novick resisted multiple police officers as they were arresting him. During the process, one deputy broke a bone in his right hand and a K-9’s ear and head got cut.

The criminal complaint said the owner of the truck reported it stolen on June 8. It also said the keys to the truck were inside, making it a crime of opportunity. Deputies said Novick had stolen plates on the truck too. Chan reached out to the owner of the stolen truck and plates. Niether wanted to speak with him, but the owner of the truck thanked all the agencies involved.

Novick faces 10 total counts, including two counts of criminal mischief in the fourth degree and two counts of stolen property. He’s also charged with assault, reckless endangerment, unlawful fleeing of a police officer, killing or injuring a police animal, resisting arrest, and obstructing government administration.

Novick is due back in court next Monday.

What to do if you get hit during a chase

During the chase, deputies say Novick was involved in five separate crashes, and one person broke their arm.

So who pays for the damages?

News10NBC’s Erin Mahon investigated who’s on the hook when a suspect causes destruction during a chase. The chase lasted over 45 minutes, and deputies tell us Novick hit multiple other cars. Witnesses tell us they were narrowly missed.

“He was just coming straight at me so I just closed my eyes — opened ’em and good thing he swerved,” one witness said. “I thought I was gonna have a head-on collision,” another witness said.

In New York, victims file claims through the state’s no-fault insurance system.

“New York is unique in that we’re actually only one of 12 states in the country that has what’s called a ‘no-fault’ system,” Kaitlin Asrow said.

Asrow is the acting superintendent of the New York State Department of Financial Services. The no-fault system, also called Personal Injury Protection, covers up to $50,000 in medical care and lost wages. It’s a mandatory component of auto insurance coverage in New York and covers both drivers and pedestrians involved in crashes, regardless of blame or negligence.

“So we’re actually going through the insurance system for that first 50,000, not needing to go to your doctor or your health insurance. And that means actually the intent of no fault is to have less claims, to have less, especially litigation, because you just have this inherent consumer protection from the beginning,” Asrow said.

The no-fault system is specific to people injured in crashes and doesn’t cover car repairs. However, New York has an Office of Victim Services specifically designed to help crime victims. This includes reimbursement for medical bills, counseling and damaged property.
