ROCHESTER, N.Y. — New York State is testing a new program in New York City that would force repeat speeders to install devices in their cars that physically limit how fast they can drive.
The pilot program targets so-called “super speeders” in New York City. Anyone who racks up more than 16 speed camera tickets in a year would have to put a speed restrictor in their car.
The pilot program was introduced as a bill by Gov. Kathy Hochul in her 2026-2027 State Budget. News10NBC’s Tom Kowalski dug into the new law and found that depending on the results, it could be implemented in any community that’s interested – including Rochester.
A separate bill still being worked on in the state Senate Transportation Committee would take the program statewide. That bill would require any driver who gets 11 or more points on their license within a 24-month period to install a speed limiting device in their cars for a whole year. The device would limit drivers to going just five miles an hour over the speed limit.
The statewide bill would also require anyone who receives six or more speed camera or red light camera tickets in 12 months to install the device for a year.
“I think it definitely has some great uses in terms of enforcing good driving behavior, especially with people who’ve had previous accounts of reckless driving or repeat traffic ticket violators,” Steven Brandon said.
But Brandon added he had concerns about privacy the potential new law.
“However, the one thing that I was concerned with personally is an increase in state or local power to kind of enforce almost like a social credit score, so to speak, on our driving,” Brandon said.
Charles Hanks said he supports the idea.
“I think it’s a very good idea. It’s going to slow people down, slow the accidents down and [prevent] people getting hit,” Hanks said. “I think it’s more worth it for the safety. You know, it’s not about privacy all the time, because, hey, you know, God’s watching anyways.”
Rochester hasn’t had speed or red light cameras for 10 years. Ben Jackson said the idea of bringing them back feels invasive, but can see the benefits.
“Feels a little bit like an invasion of privacy a little bit. And also good for safety and stuff. I mean, Rochester in particular has a lot of people that go really, really fast,” Jackson said.
The city is weighing the idea of bringing back red light and speed cameras through its ROC Vision Zero traffic safety program. Leaders are hoping to hear from citizens through a survey that should be launching this week. You can look for the survey link here.
