ROCHESTER, N.Y. — Local leaders are set to cut the ribbon on Thursday on a new affordable housing project in downtown Rochester.

The project transformed a deteriorating building at the corner of East Main Street and North Clinton Avenue into a complex with 11 income-restricted apartments and commercial space on the ground floor. Three of the spaces will be turned into a coffee shop, and one space remains empty.

News10NBC got a tour of the building when construction wrapped up last fall. Construction on the building started in 2024. Lindsey Allen, a development manager with Home Leasing, said pigeons were making the building their personal toilet before renovations began.

“Having been in these spaces before the construction began and seeing them now and envisioning a family or individual who gets to live in here, I mean, I’m awe-struck,” she said. “To see those buildings brought back to life, the heritage character restored, it’s a big uplift for this community and builds confidence and strength in our market.”

Other affordable housing project in Rochester

The city is pursuing several other affordable housing projects. Earlier this month, the city sold nine vacant properties to Cook Properties, a local company that will build manufactured homes to sell to city residents.

Those homes are expected to be ready this fall. Rochester City Council voted last month to approve the development of a green space on the corner of Union and Charlotte streets into 11 affordable townhomes. The project has received some pushback from neighbors and some council members who want to expand Anderson Park before adding housing. Developers are aiming to construct the homes within three years.

New all-electric affordable housing opened in Rochester last month. The Alta Vista project on Franklin Street received more than $30 million in state funding.

In addition, there’s a debate right now in City Council about whether to sell former RCSD School 29 to a charter school or turn it into affordable housing.
