A Few Ideas

I am a disability rights advocate and activist who has fought for years to get Chapel Hill Transit buses back to full service.
I see a lot of rich folks and students complain about homeless residents loitering on Franklin Street and Downtown Carrboro, yet they still want property prices to keep going up. Well, if properties and rent keep going up, where are these unhoused individuals going to be — other than in front of your favorite overpriced cafe?
We place murals of Black Lives Matter on buildings, yet most of the men and women on the streets are people of color. I am calling on local governments and nonprofits to invest more in and for these vulnerable and marginalized residents.
A few ideas I have:
One is for towns to buy local properties for sale and start first time home buyer programs, like my idea the Accessible Town Affordability Program (ATAP), where the properties are sold for 40% less than Market Value. If a contract is made, the property will not be sold for ten years after buying through ATAP. If it is to be a rental, it can’t be rented out until after 5 years of ownership in the ATAP system where the rent cannot be more than $600/month and not be made into a VRBO or AirBNB until after the 10 year contract is up — thus artificially lower the market. Also with ATAP, a background check fee will be required to keep out investors or RSOs.
I also believe the local governments should put more public restrooms in the downtown areas. A lot of the businesses on Franklin Street and Downtown Carrboro don’t let people us their restrooms unless a business transaction is made, which violates various Civil Rights ordinances in North Carolina.
Additionally, a lot of those closed businesses on the above mentioned locations could make good hostels with a bunch of cots in an open floor area could be used for sleeping for $20 a cot per night if anyone wants to start that nonprofit (the building where the Starbucks used to be would be perfect for this). Also we need to bring back group homes to Orange County for mental health reasons. Some people in this area need them.
These are just a few ideas.
