Both Relax Gaming Ltd. and Arrise Solutions Ltd. were fined CAD $40,000 each. The penalties follow an AGCO investigation.
Both Relax Gaming and Arrise Solutions are registered by the AGCO to create and supply slot and casino-stye games to regulated igaming sites in the province.
Cracking Down On Illegal Sites
“Ontario’s regulated iGaming market is built on clear rules designed to protect players and hold companies accountable,” said Dr. Karin Schnarr, Chief Executive Officer and Registrar, AGCO.
Unregulated gaming sites operate outside that framework, meaning players have no assurance of fair games, timely withdrawals, or access to meaningful dispute resolution. When regulated games appear on unregulated sites, it risks enabling a market that exposes players to real harm.”
Supplying content to illegal sites only helps to sustain unregulated gaming operations, she added.
AGCO Investigation
Relax Gaming is an igaming aggregator of casino product, based in Malta, that has been in existence since 2011. The company has partnered with licensed Ontario operators in the recent past.
Just last month Relax announced a content partnership with PowerPlay, a licensed sportsbook and casino platform. In October 2024 they announced a partnership with PointsBet Canada to provide that operator with slots content.
Arrise produces slots and live casino content, with 14 locations worldwide, according to their website.
Policing Efforts
According to the AGCO statement, both companies cooperated fully with the investigation, following notification, and took “prompt action” to restrict access to their games by Ontario players via unregulated sites.
While nowhere near as active as in other Canadian provinces, the illegal igaming market still has a presence in Ontario, with the AGCO pegging market channelization to legal sites at around 83%.
At last year’s Canada Gaming Summit in Toronto, both Doug Downey, Attorney General of Ontario, and AGCO Chair Dave Forestell talked about how the provincial regulator would be getting more aggressive in policing the unregulated space.
“The market’s matured enough now that people have had an opportunity [to get licensed], and if they’re not going to go through the door, it’s time that they stop playing in our market,” Downey said then.
