Multiple Illinois lawmakers are among the sponsors of a proposed Congressional bill to dramatically increase the federal minimum wage to $25-per-hour.

Under provisions of the “Livable Wage for All” act, Congress would raise the minimum wage for the first time since 2009, with large corporations required to pay all employees at least $25 per hour beginning in 2031.

Illinois Reps. Delia Ramirez and Jesús “Chuy” García were among the lawmakers to cosponsor the legislation, and both spoke about it during a Monday press event in Chicago.

Ramirez, who was among the cosponsors of an Illinois bill that eventually raised the state’s minimum wage to $15-per-hour, said large corporations would criticize the new bill, but that employees deserve a living wage.

“I also know that the naysayers, the people who have profited off of starvation wages, will say that ‘we can’t go to $25-per-hour. It will hurt our businesses,’” she said. “But you see, we should be doing everything in our power to support our small businesses. But these corporations, they’re not hurting. They’ve never been hurting, at least not their CEOs, because they have made record profits off of your starvation wages, which is exactly why we came up with $25-per-hour for the federal minimum wage.”

According to provisions of the proposed bill, large employers would be required to pay employees a minimum of $25-per-hour by 2031, while smaller employers would be required to reach that level by 2038.

The new minimum wage bill would also eliminate subminimum wages for tipped workers and youth workers.

According to the U.S. Department of Labor, the current minimum wage at the federal level is $7.25-per-hour, a rate that hasn’t changed since 2009.

“The need for a living wage couldn’t be clearer. The gap between the wealthy and everyone else keeps widening. Corporate profits are at a record high, and bosses are actively cutting their workforces, undermining organizing efforts, and trying to replace labor entirely,” said García said. “Meanwhile, working families are struggling to pay their rent, buy groceries, and go to the doctor. It’s past time that workers are paid what they deserve.”

Numerous organizations have also endorsed the measure, including the SEIU, the NAACP, the National Urban League and the Southern Poverty Law Center, among others.

According to research by the National Conference of State Legislatures, 34 states have minimum wages above the $7.25-per-hour threshold.

Illinois’ minimum wage reached its top level of $15 per hour from legislation that was passed in 2019, with Ramirez cosponsoring the bill in the General Assembly. The bill raised the minimum wage by $1-per-hour a year, maxing out at $15-per-hour.

Indiana’s minimum wage is $7.25-per-hour, in line with the federal minimum.
