A company tied to the Buc-ee’s chain of supersize gas stations bought a parcel of land along Interstate 25 in El Paso County near the site where developers previously proposed building Colorado’s second Buc-ee’s location.County records show that a company named Buc-ee’s EPCO LLC bought land near I-25 and County Line Road from Monument Ridge West LLC earlier this month. The company, formed Jan. 15, is tied to Buc-ee’s headquarters at 327 FM 2004 in Lake Jackson, Texas. The person who initially filed to create the company was Jeff Nadalo, Bucee’s general counsel, according to the Colorado Secretary of State’s online business records. 

The sale comes about two months after developers withdrew their application to build a sprawling travel center in Palmer Lake, north of Colorado Springs, in February. 

It is unclear what the sale — first reported by The Denver Post — means for the controversial project that threw neighbors and town officials in northern El Paso County into a bitter battle, largely over land use, conservation and transparency. 

Some support the construction of another Buc-ee’s, which has become a destination for people around the country, because they say the travel center would help boost economic growth for the area. Others argue the “Disneyland of gas stations” would clog rural roads, bring light pollutants to protected dark skies, and strain an unsustainable, finite water supply. 

Since developers withdrew their application, rumors have swirled over the Texas-based company’s ambitions and whether the land between Colorado Springs and Denver is still a targeted area for the project. 

Buc-ee’s representatives remain tight-lipped on plans to build in El Paso County. On Wednesday, Crissy Gonzales, a Buc-ee’s media coordinator, responded “no comment” by email to a list of questions from The Colorado Sun. 

Meggan Herington, El Paso County Planning & Community Development executive director, confirmed with The Colorado Sun on Wednesday that Buc-ee’s has not submitted an application for development, nor has any development application been submitted for the property.

El Paso County officials have created dedicated webpages to address questions over whether developers have submitted a formal application to start construction. 

In February, the county received an application for a property boundary line adjustment, which county administrators approved in March. The approval does not allow construction or commercial activity and any future development of the property will go through a formal review process based on what is submitted, officials wrote on its website. 

The county said it cannot comment on whether Buc-ee’s intends to build in El Paso County. Nor are property owners required to disclose their future plans when applying for a boundary line adjustment or grading permit. 

Records show a parcel of land — created through a boundary line adjustment of unplatted parcels in March — was sold for just $10, according to a warranty deed filed with El Paso County on April 2. Spokespeople for Monument Ridge West and Buc-ee’s did not return phone calls seeking more details about the sale.

A separate document tied to the property prohibits its use for a convenience store, gas station or barbecue food services, among other restrictions. It is unclear whether the document allows for exceptions or whether nearby parcels could be used for those purposes.

News of sale also comes as the state approved two well permits for Monument Ridge West LLC for the Denver and Arapahoe Basin aquifers. Both wells can pump millions of gallons each year.
