A man arrested at the border, a suspect in a fatal drive-by shooting during the holidays in 2023, is set to be arraigned Thursday.
The suspected driver, identified as Jose Campas, 34, was detained on Tuesday as he crossed the border at the Otay Mesa Port of Entry, according to the San Diego Police Department.
On Dec. 21, 2023, at approximately 7:45 p.m., two officers from Mid-City Division driving in the 4900 block of El Cajon Boulevard witnessed a shooting. They saw a suspect fire from the passenger side of a dark-colored SUV, leaving one victim down. The vehicle sped away westbound.
Paramedics arrived and transported the victim, Kevin Billingsley of San Diego, to a local hospital where he later died from his injuries. Billingsley, 35, had been shot in the upper torso.
Homicide detectives determined that the victim was riding a bicycle westbound on El Cajon. The suspect vehicle was also driving westbound and prior to the shooting, the victim and the occupants of the SUV had an exchange, possibly an argument. Since the shooting, investigators have identified the occupants of the SUV, police said.
Police booked Campas into San Diego Central Jail on suspicion of murder. According to online jail records, he will be arraigned at 1:30 p.m. Thursday. He is not eligible for bail.
