A West Virginia man has been arrested after he was accused of kidnapping a woman who was found with shock collar wounds on her neck.
Officers reported to Briarcliff Apartments in Grafton, West Virginia, after they received a report of a domestic dispute on Sunday, March 22, according to a criminal complaint viewed by WBOY.
Police made contact with one victim, identified as Victim 1, upon their arrival around 9:12 a.m. The victim had several injuries, including “an extremely swollen right arm, a swollen right eye” and “blood coming from her nose.”
The victim told officers that she had previously been wearing a shock collar around her neck, though she took it off and threw it on the ground when she was able to run to another apartment.

She went on to claim that Todd Moore “had her” and “wouldn’t let her make a phone call or leave.” She also said that Moore, 41, would “forcefully stop her each time she would try” to leave.
As officers started to secure the residence, they learned that Moore had a firearm and allegedly “sold drugs out of the apartment.” Additionally, officers learned that the residence belonged to a second individual — identified as Victim 2 — who was not in the area at the time of the incident.
The complaint stated that officers secured the area by staying at the front door, and they were able to locate the collar that had previously been around Victim 1’s neck.
Officers then contacted the Magistrate for a search warrant and requested that detectives be sent to the scene.
EMS arrived to assess Victim 1 around 9:39 a.m., and they determined she had “many more injuries,” which included a stab wound on her thigh and marks around her neck from the shock collar.
After she was assessed, Victim 1 explained that she had been dating Moore since Valentine’s Day. At one point, he pressed a handgun against her head while she was being held against her will, according to the complaint.
Law enforcement officers arrived with the warrant around 12:19 p.m., and they found several firearms and drug-related items.

Amid the search, officers located Victim 2, who was brought to the scene. Victim 2 told authorities that Moore had “repeatedly punched [him] in the face” before he left the residence earlier that morning, per the complaint. EMS then assessed Victim 2 before he was taken to Grafton City Hospital.
Officers spoke to Victim 2 again at the hospital, and he explained that Moore had been staying with him “for at least the last two weeks.”
Investigators sent out an alert, asking the public to keep their eyes open for Moore. He was eventually taken into custody on the evening of Monday, March 23, without incident.
Moore is facing several charges, including kidnapping with intent to inflict injury, use of a firearm during the commission of a felony, possession with intent to deliver a controlled substance, malicious assault, conspiracy, wanton endangerment involving a firearm and being a prohibited person in possession of a firearm.
He is currently being held in the Tygart Valley Regional Jail without bond. It is not currently clear if Moore has entered a plea or retained legal representation following his arrest.
The Grafton Police Department did not immediately respond to Us Weekly’s request for comment.
