ALBANY, N.Y. — Changes to New York’s forensic testing guidelines could help solve more cold cases by allowing evidence to be tested in more laboratories.

News10NBC’s affiliate in Albany reports that for decades, forensic samples connected to New York cases were normally processed by labs permitted by the state Department of Health. That requirement is set to change.

“We can send our forensic samples to any accredited laboratory, and it can be out of state,” said Tobi Kirschmann, a criminalist at Siena University. “It can be, you know, wherever, as long as that laboratory has taken the correct forensic accreditation steps, and so this opens up the floodgates for sampling.”

Forensic experts said the change could lead to new DNA testing methods that were previously difficult or impossible to use in New York cases. They also say advances in forensic technology could help identify remains and bring new answers to families in hundreds of unresolved cases across New York.

Recently, State Police identified the remains of a murder victim found 56 years ago in Allegany County. The body of Clyde Coppage was discovered on March 20, 1970, on Davis Hill Road in Andover, about 20 miles south of Hornell.

According to officials, his remains were exhumed in 2022, and DNA analysis led to his identification.
