Kristi Noem, Donald Trump’s Homeland Security Secretary, is in a strange position. She is simultaneously the senior official with the strongest claim to being his right-hand woman, and also the one the President is most likely to fire in the near future.
As the woman in charge of the Department for Homeland Security (DHS), she is the ultimate authority directing the raids by Immigrations and Customs Enforcement (ICE) and the Customs and Border Protection agencies: their mass invasion of Minneapolis and kidnapping of people in daylight by masked thugs is happening on her watch.
For that, she has become a lightning rod for critics of the Trump administration. This week she was called first before the Senate Judiciary Committee, and then the House Judiciary Committee, to answer questions about her conduct.
Like a true Trump disciple, she spent most of her time refusing to answer questions she didn’t like, and attacking Democrats on the committee for daring to ask them.
In the Senate hearing on Tuesday, Noem was confronted over her leadership skills – over an incident in her autobiography in which she cited shooting her 14-month-old dog dead as an example of her ability to take tough decisions. She refused to apologise for suggesting that Renee Good and Alex Pretti, both killed by ICE or CBP agents in Minneapolis, were “domestic terrorists”.
So far, so Trumpian. But these were not Noem’s most alarming comments.
The US constitution protects people when they are at home: the fourth amendment means the government cannot enter your house without a warrant. Noem’s DHS has decided, entirely on its own, that it doesn’t need to go to a judge to get a warrant, but can instead just issue itself with them – essentially granting itself the power to raid anyone’s home at any time, without any outside oversight.

At the Senate hearing on Tuesday, Noem said her agency would “continue using this tool”. She is not content with disappearing people on the street. She insists she has the power to do it from their homes, too.
She was uncowed and unapologetic. Her combination of personal scandal, disdain for the constitution, and attack-dog manner makes her one of the most Trumpian of the President’s cabinet.
But at the same time, she is failing: Trump’s support from voters over immigration has plummeted in recent months. Confident as she looked in front of Congress, Noem was fighting for her political life. She may not have done enough to survive.
