Q: If motorcycles are not charged for using the 91 Express Lanes, shouldn’t the same go for the electric vehicles with the Clean Air Vehicle stickers, even if they no longer allow the drivers to go solo in carpool lanes?

A: That tollway was among those that killed off their discounts for drivers with Clean Air Vehicle stickers when that program died late last year.

State lawmakers had extended the program through the end of this year, allowing drivers of selected environmentally friendly vehicles to get special stickers and ride in carpool lanes by themselves. But California needed the U.S. Congress to back the plan, and, best Honk could tell by sniffing around, that didn’t come close to happening.

So the Orange County Transportation Authority’s 17 voting directors on its board, mostly county supervisors and city council members, removed that discount last year. The Riverside County Transportation Commission took a similar position for the 91 Express Lanes portion that rolls along in that county.

“With the decal program ending, there is no longer a way to confirm which vehicles qualify for the discount, and the requirement to provide it also went away, so the discount could no longer continue,” Megan Abba, an OCTA spokeswoman, said in an email.

Before, the agency was able to verify through the state program that the cars and trucks held current, valid stickers.

Abba pointed out there are other discounts, including for vehicles with at least three people in them, motorcycles, those carrying qualified disabled veterans and holders of license plates for ex-prisioners of war and Purple Heart and Congressional Medal of Honor recipients when they are properly registered with the tollway.

Q: Hello, Honk: I am interested in the construction in the center of the 55 Freeway. It looks like workers are placing lights there. I have lived in Orange for 50 years and have never needed lights in the center to drive the 55. Why are they doing this?

A: The lights are part of a $123 million effort on much of the 55 between the 91 Freeway in Anaheim and Pacific Coast Highway in Newport Beach, a roughly 17-mile jaunt.

It started in May and is slated for completion in June 2028. Improvements will be made to the pavement, striping, drainage, landscaping and signs.

And, as Jeff pointed out, there will be lights where there weren’t any before.

“The work in the median … is in the name of safety,” Nathan Abler, a Caltrans spokesman, told Honk in an email.

“The new median lights illuminate both sides of the freeway,” he said. “To accommodate the median lights, the project reconstructed a taller center median barrier, which will minimize headlight glare from the opposite side of the freeway, as well as help prevent vehicles from crossing over the barrier into oncoming traffic.”

The design is meant to be sleeker than just plopping in the lighting.
