New rules apply at the British border for dual nationals who must present a valid British passport or a Certificate of Entitlement to the Right of Abode in the United Kingdom. All non-British nationals must present their passport with an Electronic Travel Authorisation (ETA) or relevant visa.

It is understood that it will be incumbent on transport providers such as airlines to ensure visitors to the UK hold the relevant documents, and may allow dual British nationals to board with an expired British passport at their discretion.

The British diaspora is likely to exceed one million people, with dual nationals living in countries across Europe, North America, Australasia and elsewhere.

Dual citizenship can be passed directly to a child of a British citizen born abroad and many of those will have never set foot in the UK. Facebook groups of expatriate British citizens include members who say they had not realised they held both nationalities, until the Home Office’s latest border requirements were announced.

Rebecca, a British dual national who moved to France in 2006, regularly visits her parents and sister in the UK with her 15-year-old son. Born in France, he has never held a British passport. “He’s never had any need. He travels on a French passport, just like every other French national”, Rebecca told The i Paper.

“I’ve never registered his birth [in the UK], and he can go everywhere on his French passport – it’s more useful because France is still part of Europe.”

When ETA became a requirement for all non-Britons – including European citizens – visiting the UK last April, Rebecca applied for the authorisation on behalf of her son. “I heard it was going to go up in price, so I got it when it was still £10.” The fee subsequently increased to £16, and will soon go up again to £20.

“At that time, there were no questions about dual nationality”, says Rebecca. “If you were a French citizen [like my son], you got an ETA with your French passport. So that’s what I did.”

Now, with the family’s annual summer trip to visit family in the UK booked, Rebecca has been reluctantly forced to apply for a British passport for her son. This will cost £70, plus £19.86 in courier fees.

“Travel is already so stressful going through passport control and customs. My mum’s going pay for [his passport], because it’s mainly for her that we go over and visit.

“In my case, it’s only for one child, and she’s going to pay, so that’s okay. But there are a lot of women who live in France who have dual-nationality children who are not very well off. I’ve seen comments from people in Facebook groups saying that they’re cancelling or not making plans to visit the UK this year because of the change.

“There was already a pretty bitter taste after Brexit and the effects that’s had on our lives. My son is not best pleased with anything going on in Britain at the moment.”

Rebecca and her son have previously travelled to the UK, taking their passports and both of their birth certificates to prove his identity and status. “They clearly show what rights we have to enter Britain”, she says. The new rules that require a British passport or Certificate of Entitlement – “it’s just discriminatory against dual citizens”, she adds.
