The Syrian Ministry of Education announced the signing of a strategic partnership agreement with the Islamic World Educational, Scientific and Cultural Organization, ISESCO, and the Ministry of Science and Education of the Republic of Azerbaijan.

According to a statement published on the ministry’s official platforms on Tuesday, February 17, the agreement includes the rehabilitation of 100 damaged Syrian schools and the construction of ten new educational facilities across Syria, with a total budget of $30 million.

The agreement, which runs until December 31, 2030, stipulates the establishment of a strategic partnership between the three parties. Azerbaijan will provide funding for the project, while ISESCO will oversee implementation in cooperation with the relevant Syrian authorities.

The Ministry of Education said the agreement aims to inject new life into the education sector by rehabilitating its infrastructure and revitalizing its institutions.

Syrian Minister of Education, Mohammad Turko, stated that education is the key to sustainable development and the true bridge toward a new Syria.

For his part, ISESCO Director-General Salem bin Mohammed Al-Malik said that Syria is moving toward rehabilitating its educational institutions and strengthening their readiness to serve future generations, particularly after the severe damage suffered by more than 7,000 schools.

Azerbaijan’s Minister of Science and Education, Emin Amrullayev, pointed to the trust-based cooperation between his ministry and ISESCO.

He added that the signed partnership agreement reflects a shared commitment to advancing education, expanding access to knowledge, and achieving sustainable development.

Amrullayev stressed that supporting Syria in strengthening its educational infrastructure stems from his country’s belief that education is the driving force of development and social progress.

The agreement was signed at ISESCO’s headquarters in Rabat, Morocco, in the presence of Syrian Minister of Education Mohammad Turko, ISESCO Director-General Salem bin Mohammed Al-Malik, and Azerbaijani Minister of Science and Education Emin Amrullayev.

What is ISESCO?

The Islamic World Educational, Scientific and Cultural Organization, ISESCO, was founded in 1982 and is headquartered in Rabat, Morocco.

The organization comprises 53 member states and adopts Arabic, French, and English as its official languages. According to its own description, it focuses on empowering individuals, developing knowledge societies, harnessing scientific research and technological innovation, building inclusive and integrated communities, and promoting a culture of peace and development.

40% of schools damaged

On June 9, 2025, Minister of Education Mohammad Turko said that around 40% of Syrian schools are fully or partially destroyed, with approximately 7,215 schools in urgent need of rehabilitation.

On August 17, 2025, the Ministry of Education announced the launch of the national initiative “Give Me Back My School,” as part of a strategic plan aimed at rehabilitating damaged schools and ensuring Syrian children’s right to education.

The minister revealed that the ministry has developed both an emergency and a long-term strategic plan to secure a school seat for every child.

The emergency plan includes establishing at least one school in every destroyed area, alongside broad investments and joint efforts with international organizations to rebuild educational infrastructure.

On July 22, the ministry also announced a plan to rehabilitate 279 schools across Syrian governorates, covering medium and heavy damage.
