Chicagoans could soon play a role in the ticketing of illegally parked commercial vehicles thanks to a newly revised proposal.

The idea is to get people to tip off parking enforcement by submitting a photo to 311.

Though the measure still needs final approval by the full City Council, Chicago’s Committee on Pedestrian and Traffic Safety gave its seal of approval to the proposal on Monday.

One Chicago dad told NBC Chicago he welcomes the ordinance as his family is “constantly navigating obstacles” due to illegally parked vehicles.

“My wife is always like, ‘uhhh can you step out first?'” Sam Willens, a father of a 2-year-old boy, told NBC Chicago.

Cyclists have long complained about drivers parked in bike lanes. For years, not much has been done to curb the pervasive issue — unless you get lucky and find a parking enforcement aid nearby.

“We hear from people all the time, people have been taking photos and posting them online about interactions like this for years,” Kyle Lucas of Better Streets Chicago said. “We know people are already fed up about it, but right now there’s no recourse.”

The ordinance was first introduced in July 2024 but has since been revised due to push back from local businesses, and critics are worried it could lead to disputes and vigilantism.

Downtown Alderman Brian Hopkins told NBC Chicago he is concerned the ordinance will lead to physical confrontations if a driver suspects someone snapping a photo of their vehicle is turning them in.

“We need to be wary of that,” Hopkins said.

Plus, Hopkins says the city would need to expand loading zones if the ordinance is put into effect.

“We don’t have enough loading docks, we don’t have enough loading zones,” Hopkins said. “They literally have no place else to go.”

The pilot would be rolled out in two parts.

During Phase One, the Department of Finance would create a “Street Operations Task Force” that would direct parking enforcement aids to travel to areas with high concentrations of parking violations in the pilot area, which is largely limited to the downtown area, to issue “standard notices of violation,” the ordinance says.

Then, during Phase Two, when complaints are submitted through 311, that information would be transmitted to parking enforcement aids in the immediate area “to respond to and, if able to observe the complained of offense or other covered offense, the parking enforcement aid […] shall immediately issue a notice of violation,” according to the ordinance. Phase Two would begin before December 31.

The next City Council meeting is scheduled for February 18.
