ROCHESTER, N.Y. — Governor Kathy Hochul announced on Monday an expansion of child tax credits for New York families. This will increase the child tax credit up to $1,000 per qualifying child under the age of four. The credit is for the 2026 filing season, 2025 tax year.
The Empire State Child Credit (ESCC) is a refundable credit, meant to help offset taxes or direct payment to taxpayers as cash back in the form of a refund.
Families can get the maximum value of the credit with an income less than $75,000 for singles, and $110,000 for married filing jointly.
This comes as an effort by the governor and the state legislature, who enacted the largest expansion of ESCC in the state’s history in 2025.
Qualifying children this tax year, aged four through sixteen, can also get up to $330 from the credit.
“Now, after the largest expansion of the credit in New York history, more New Yorkers have access to the credit than ever, which will put money directly in families’ pockets and help make our state more affordable for millions of recipients,” said Governor Hochul.
Eligibility requirements for the Empire State Child Credit in 2026:
Full-year New York State resident. At least one qualifying child under the age of 17 as of Dec. 31, 2025. File a NYS income tax return and provide a SSN or ITIN for the household adult and the child to claim it.The expansion looks to double the average credit for families, from $472 to $943.
