ROCHESTER, N.Y. — A majority of New York State’s federal delegation of lawmakers is urging President Trump to reverse a hold on childcare funding affecting several states, including New York. Senator Kirsten Gillibrand visited Rochester on Friday to discuss the potential impact of this $10 billion freeze, which remains paused due to a federal judge’s ruling.

“When the money is pulled away it doesn’t hurt just politicians in Washington, it hurts regular people and communities just like this one,” Gillibrand said. “It hurts working families who are already struggling to get by, it hurts the childcare providers who this is their profession. It hurts the children because they may not find another slot in another daycare or early childhood program.”

The U.S. Department of Health and Human Services said it was pausing funding because it had reason to believe states were granting benefits to people in the country illegally, though it did not provide evidence or explain why it was targeting some states and not others.

In Monroe County, more than 5,000 children who go to local daycares have part of the weekly tuition covered by these daycare subsidies.

Jhalysa Johnson, a working single mother of three, shared her concerns about the situation. “When I finally got it (subsidy) back in June, I thought everything was going to be okay,” Johnson said. “And then now the new year has hit and everything that I’ve worked on to provide stability is being ripped away that quick.”

Johnson expressed her worries about the financial burden. “I’ve worked really hard to get this job and not having childcare, I can’t afford over $4,000 a month in childcare,” she said.

Monroe County Executive Adam Bello highlighted the importance of federal funding for local families. “We have over 5,000 children that are relying on that federal funding now for daycare,” Bello said. “Those are workers, those are families that are going to work for their kids and that funding is absolutely in jeopardy.”

Jennifer Lewke, News10NBC: “What checks and balances are in place here in Monroe County to make sure that money is going to families who need it and daycare centers that are legitimate?”

Adam Bello: “All the daycare centers are licensed and inspected by the State of New York, we handle ensuring anyone who applies for a subsidy is rightfully entitled to the money.  Once you accept a family into the program, the worst thing you can do is try to take it away from them…We haven’t run out of funds like some counties have, we don’t have those waiting lists that other counties have because we’ve managed the funds really well, we’ve advocated for more funding and we’ve become a leader across the state in how other counties are implementing their programs as well.”

Republicans in the New York State legislature have called for the Governor to hire an individual, private accounting firm to conduct an audit of state-run programs.
