WARREN — Trumbull County Auditor Martha Yoder is projecting the county will have $67,120,524.06 available to be appropriated in its 2026 budget.

In January 2025, the county was projected to have $66,581,108.36 available, but the county actually spent $71,569,662.58.

Commissioners were able to balance the county budget through a combination of tight fiscal management in its departments and using more than $4 million from its reserve funds.

Yoder said the use of $4 million from the county’s reserve funds to supplement the budget was mitigated by the fact that both casino and sales tax revenues were greater than projected.

Yoder said the majority of the county’s reserve funds come from four sources: undivided sales tax, $5,599,238.55; justice sales tax, $1,953,789.17; casino tax, $3,291,506.76; and the Managed Care Organization sales tax transition funds, $3,032,831.25. This is a total of $13,877,445.73.

“This is $1,156,327.75 less than what was in reserves at the beginning of 2025,” Yoder said during Tuesday’s weekly workshop meeting.

Three of the four funds from which the county earns its reserves may receive additional revenues throughout the year. However, the MCO sales tax revenue was from a one-time government settlement provided to the county by the state for sales taxes that were collected for Medicare that will not be replenished.

“Once that (MCO funds) is gone, it is gone,” Yoder said. “It was a one-time settlement.”

The MCO funds have been used for two $500,000 Valley Vision contributions, hydrilla mitigation at Mosquito Lake and $300,000 for the sheriff’s office.

The reserves and the unencumbered carryover brought into this year total $17,794,825.42.

In comparison, the county had $18,646,208.40 in reserves and unencumbered carryover in January 2025.

Commissioner Denny Malloy said the county is in a better position now than it was at the beginning of 2025.

“Last year, when we had this meeting, we went with the number that was given to us,” Malloy said. “We scared the hell out of a lot of people. We cut a lot of departments and we were the bad guys. We were very, very conservative (in our budgeting), too conservative. I don’t want to go through that ever again.”

Yoder said that while the county did have some excess sales tax revenues, it spent more than the excess.

“The reality is we still spent more than what we took in,” Yoder said.

Malloy said he and his colleagues learned a lot from last year’s budget decisions.

“Right now, we have a recorder taking in more than $10,000 a month by raising fees on some things,” he said. “We have a treasurer that is making us interest-bearing, making tens of thousands more than we made before.”

Malloy does not believe the county needs to be as conservative right out of the gate as it was at this time last year.

Commissioner Tony Bernard said they have to design the county’s 2026 budget based on the budget estimates being provided by the county’s budget commission.

“We still have to be cautious,” he said.
