ROCHESTER, N.Y. — The nine members of Rochester City Council issued a statement Wednesday condemning ICE action in Minneapolis that led to a woman’s death.

The statement reads as follows:

“The Rochester City Council condemns ICE brutality in Minneapolis and questions the legitimacy of the federal policies that have led to violence and now the death of an innocent civilian.

“The video footage is horrific. A civilian, a U.S. citizen, was shot and killed in broad daylight, in public view, in front of cameras. This individual posed no visible threat, committed no crime, and was violently killed during a federal immigration operation. What the public witnessed was not law enforcement — it was a violent killing. Murder.

“The actions displayed reflect a level of militarization and disregard for human life that has no place in a democratic society. These tactics mirror those of secret police forces meant to instill fear, not uphold justice. Communities across this country are being forced to watch federal agents operate with impunity, often wearing masks while eroding civil liberties and terrorizing residents in their own neighborhoods.

“The Rochester City Council unequivocally condemns this killing and the federal administration’s continued expansion of violent, unaccountable enforcement practices. No American federal government agency should be permitted to operate above the law or outside the bounds of basic human dignity.

“Our hearts are with the family of the victim and with the Minneapolis community, who now carry the trauma of witnessing state violence carried out in public view at the hands of the current federal administration.”
