An $832 million entertainment district known as Catalyst has been hailed as an opportunity for the city to create jobs, generate revenue and kick-start growth in west Greeley.
But critics have questioned whether it will generate enough revenue to finance the project, which city officials say won’t require raising taxes. Those questions have led to a special election on zoning for the project next year.
Officials broke ground on Catalyst in September, aiming to construct a hotel, water park and hockey arena for the Colorado Eagles. The Water Valley Company will construct a private, mixed-use development known as Cascadia adjacent to the city-owned entertainment district.
The city will use certificates of participation and bonds to fund construction and will then use district revenue to repay the incurred debt. Residents upset with the council’s decision formed the Greeley Deserves Better issue committee and circulated a petition to put the ordinance approving the certificates of participation on the November ballot.
That effort was stopped from reaching the ballot when hearing officer Karen Goldman ruled the ordinance was administrative and could not be brought to a public vote under Colorado law. District Judge Allison Esser upheld this decision when the committee sought an emergency preliminary injunction.
Residents then formed Greeley Demands Better, led by Brandon Wark and Rhonda Solis, to repeal a zoning ordinance. The group gathered 4,554 valid signatures for the petition and then collected the additional 32 needed to bring the issue before the city council.
On Dec. 2, the council unanimously decided to schedule a special election for Feb. 24, 2026, at a cost of $350,000, to allow residents to vote on the zoning issue. Though repealing the zoning will not halt the project, critics of the project believe it will signal the public’s sentiment toward the project.
