Central Bank of Syria Governor Abdulkader Husrieh announced today, Thursday 25 December 2025, the issuance of Decree No. 293 of 2025, which authorizes the launch of a new Syrian currency and marks the start of a new monetary and economic phase in the country.
In a statement published on his Facebook account, Husrieh said the decree grants the Central Bank full authority to set the timelines, mechanisms, and exchange centers for swapping the currency, ensuring “proper implementation and smooth procedures.” He added that 1 January 2026 will be the official start date for the exchange process.
He said implementing instructions for the exchange will be issued through a decision by the central bank governor, with an emphasis on easing procedures and serving citizens across different areas, noting that the exchange will be “smooth and organized.”
According to the statement, the Central Bank of Syria will hold a press conference dedicated to explaining the exchange mechanism in detail, with the aim of enhancing transparency and building public trust. It also said the bank will continue operating between 25 and 27 December to follow up on technical and administrative preparations for the exchange.
The statement did not provide further details about the design of the new currency or the denominations to be issued, saying all details will be announced during the expected press conference.
Enab Baladi had previously obtained information from four government and financial sources indicating the new currency would be issued in early 2026.
A source at the Ministry of Finance told Enab Baladi on 17 December that the official date for launching the new currency is 3 January 2026, adding that all banks would close between 27 December 2025 and 2 January 2026.
A source at a private bank told Enab Baladi at the time that an internal circular asked banks to hand over all cash in their possession to the Central Bank before the end of the month.
Reuters reported on 22 August that Syria was preparing to introduce new banknotes on 8 December, after removing two zeros from the currency, as part of an effort to restore public confidence in the Syrian pound.
The Central Bank of Syria stressed that it is the only official body authorized to publish any information related to the new currency or the stages of its rollout. It said it looks forward to announcing the exchange details and all related information transparently through its official page.
It also urged the public to follow statements issued exclusively by the Central Bank of Syria to ensure accurate and reliable information.
The Ministry of Information, in cooperation with the Central Bank, was expected to launch a comprehensive media campaign ahead of the issuance of the new national currency.
On 9 November, the ministry discussed with the bank the technical and communications aspects of the campaign, in order to ensure awareness messages reach different segments of society and to strengthen confidence in the new monetary policies.
