Good Question: As crews clean up Rochester’s old refinery, where will the contaminated dirt go? ...Middle East

ROCHESTER, N.Y. — All month, demolition crews have been working to tear down the former Vacuum Oil Refinery along the Genesee River in Rochester. The land where it once stood is now contaminated with petroleum. So, where will the contaminated dirt go?

A viewer named Sandy wrote to us asking: “When they remove the contaminated dirt in a construction site… Where do they put the contaminated dirt?”

News10NBC’s Emily Putnam visited the site and reached out to the New York State Department of Environmental Conservation, which is overseeing the demolition on Flint Street and the removal of contaminated materials. Representatives say the materials will be dropped off at a DEC-permitted landfill.

There are 25 DEC-permitted landfills across the state. The closest one to the demolition site is in Avon, though it’s not clear exactly which landfill will accept the materials. The DEC says: “Based on contaminated material laboratory result, the individual remediation contractor/Remedial Party for each of the six Vacuum Oil sites will determine the most appropriate facility for proper disposal.”

Crews had shut down part of the Genesee Riverway Trail while they were tearing down the upper levels of the building. Now that the building is demolished, a crewmember says it’s safe to walk on the trail and the whole trail has been reopened.

The DEC says there are six total sites within the former Vacuum Oil Refinery’s 33-acre footprint, stretching near the University of Rochester’s river campus. The city plans to back-fill and install 2 feet of clean cover soil starting in late spring.
