ALBANY, N.Y. — Gov. Kathy Hochul signed the Jail and Prison Oversight Omnibus Bill Friday, which seeks to reform prisons across the state.
The reforms in the bill include more cameras in prisons, releasing video related to inmate deaths in a timely manner, producing detailed autopsy reports, and increasing the window where inmates can sue for injuries to three years after they get out of prison.
On Dec. 9, the one-year mark of the beating death of Robert Brooks, prison reform advocates in Rochester took a bus to Albany pushing Hochul to sign the bill.
Prison reform advocates say the bill will help to protect inmates and hold prison staff accountable.

Brooks’ family has advocated for the bill, saying there needs to be systemic change to keep inmates safe and hold prison staff accountable. Bodycam video showed several corrections officers beating Brooks, an inmate from Greece, in a medical exam room in December at Marcy Correctional Facility. He died in the hospital the next day.
The signing of the reform bill follows the sentencing of a former prison guard involved in Brooks’ death, who was sentenced 25 years to life in prison.
