JERUSALEM, N.Y. — A town justice has resigned after being charged with misconduct by the New York State Commission on Judicial Conduct.
Todd C. Whitford, a justice of the Jerusalem Town Court since 2018, stepped down effective December 10.
He agreed never to seek or accept judicial office again and waived confidentiality so the stipulation and Commission order could be made public.
Whitford, who is not an attorney, was accused of biased and discourteous behavior and a significant misunderstanding of legal procedures. His term was set to expire December 31, 2026.
“A judge is required to maintain professional competence in the law, and to act in a fair, unbiased and respectful manner toward all who appear in court,” Commission Administrator Robert H. Tembeckjian said. “Judge Whitford’s resignation … is an appropriate resolution to this case.”
Whitford represented himself during the proceedings. The Commission was represented by Deputy Administrator John J. Postel, Senior Attorney David M. Duguay and Senior Investigator Vanessa Mangan.
