The United Nations General Assembly has adopted a resolution calling on Israel to withdraw from the occupied Syrian Golan Heights, with 123 votes in favor, seven against, and 41 abstentions.
The United States joined Israel in opposing the resolution, which was adopted in a General Assembly session on developments in the Middle East, including the Palestinian and Syrian questions, in the early hours of Wednesday, 3 December.
The resolution demands that Israel withdraw from all of the occupied Syrian Golan to the line of 4 June 1967, and reaffirms the principle of the inadmissibility of acquiring territory by force, as well as the illegality of settlement construction and other Israeli activities in the occupied Syrian Golan, according to a statement by the Syrian Ministry of Foreign Affairs published on its official channels.
The resolution states that Israel has not yet complied with Security Council Resolution 497, and affirms that the continued occupation of the Syrian Golan and its de facto annexation constitute an obstacle to achieving a just, comprehensive, and lasting peace in the region.
The Syrian Ministry of Foreign Affairs and Expatriates said that the increase in the number of countries voting for the resolution from 97 last year to 123 this year “shows the level of support for the new Syria and its principled national position that upholds the occupied Syrian Golan as Syrian land, and reflects intensive diplomatic efforts.”
According to the ministry, Syria’s engagement in talks on technical matters that may affect its security and the security and stability of the region does not mean it is relinquishing the fact that the Golan is Syrian territory.

Israel condemns the resolution
Israel’s ambassador to the United Nations, Danny Danon, condemned the resolution, accusing the Assembly of being “detached from reality” and describing the occupied Syrian territory as a “vital defensive line” for his country.
Danon wrote on his account on the X platform, “Israel will not return to the 1967 borders and will not give up the Golan, not now, not ever.”

Syria’s transitional president, Ahmed al-Sharaa, said on 15 October that the Golan is Syrian land, and that Syria is trying to restore it through negotiations and peace agreements, or by any means that guarantees Syria’s right to this land, which the international community still recognizes as Syrian.
Israel has set retaining the Golan Heights, occupied since 1967, as a condition for normalizing relations with Syria, amid ongoing talk of an expected Syrian entry into the “Abraham Accords,” which seek to establish relations between Arab states and Israel.
Israeli Foreign Minister Gideon Sa’ar has said that Israel intends to remain in Syrian territory and keep the Golan Heights as a key condition of what is known as the “normalization plan with Syria.”
Sa’ar explained, in an interview with the Israeli channel i24 News on 27 June, that Syria’s recognition of Israeli sovereignty over the Golan is a condition for any future agreement with “al-Joulani,” a nickname he used for Syria’s transitional president Ahmed al-Sharaa.
“If Israel has the opportunity to reach a peace or normalization agreement with Syria, while keeping the Golan under Israeli sovereignty, this is, in my view, a positive thing for the future of Israelis,” Sa’ar added.
