ROCHESTER, N.Y. — The Rochester City School District has been dealing with payroll problems for months, but officials said there has been progress in reducing the number of staff reporting pay issues.
The issues began on July 1, but there were four years of history implementing the Oracle system. A chart referenced by Chief Financial Officer Robert McDowell showed that 30 days ago, there were 1,797 payroll issues reported, and now it is down to 897.
“Over 900 is the overall list but in total we’ve settled 2,100, 2,200 tickets,” McDowell said.
Chief Financial Officer Robert McDowell said, “I don’t know if this is sustainable. The level of work and time. We have 20 people working nights and weekends to get this done.”
Rochester Teachers Union President Adam Urbanski said operations at the district have been strengthened to address the payroll problems. The last payroll had fewer complaints and errors than any previous payroll, but many employees are still not being paid correctly.
“There are still many errors — many mistakes — they are withholding wrong amounts of money,” Urbanski said. “Over a hundred teachers who worked during the summer still haven’t been paid.”
The union is working with the superintendent to ensure all teachers who were shorted or faced penalties are compensated. Officials said manual checks are being issued, but the current system cannot handle everything. Some withholdings, like retirement deductions, are not reaching their destinations.
McDowell said it is still not enough to guarantee employees will be paid on time.
Superintendent Dr. Eric Rosser said: “The work myself and Mr. McDowell are working on in the identification of an alternate payroll system if we choose to go that route.”
An RCSD teacher affected by the issues said in a statement, “My checks from late Oct-early November had unexplained deductions which deducted over $500. This has happened twice. I have ‘a ticket’ in to fix this, but it’s a month old and I’ve heard nothing.”
