Donations to the “Fidaa for Hama” campaign exceeded 210 million US dollars during its launch ceremony, which Enab Baladi attended on Saturday, 22 November, at the Hama Municipal Stadium in central Syria.

With this amount, the campaign has surpassed all previous campaigns held in Syrian provinces, most notably the “Loyalty to Idlib” campaign, which raised 208 million dollars.

The largest contribution came from the “Abi al-Fidaa Development Foundation” with 80 million dollars, in addition to individual and institutional donations, the most prominent of which was from the “Civil Communities Organization” with more than 24 million dollars, followed by the Aga Khan Foundation, which donated 15 million dollars.

At the personal level, the highest contribution came from the Hama-born preacher Adnan al-Arour, with 6.5 million dollars, while the Abd al-Razzaq family donated 6.25 million dollars.

The event was attended by government figures, most notably Syria’s transitional president, Ahmad al-Sharaa.

Also present were senior officials including Minister of Defense Murhaf Abu Qasra, Chief of Staff Ali al-Nassan, and Governor Abdul Rahman al-Suhyan, all three of whom hail from Hama province.

Alongside them were the ministers of Interior, Tourism, Information, Culture, and Health, as well as the media adviser to the Presidency of the Republic.

Through the campaign, Hama province seeks to support affected areas and to continue work across all sectors in order to achieve what it described as “the aspirations of citizens, alleviating the suffering of residents, and facilitating the return of the displaced despite the magnitude of challenges,” according to the Syrian Arab News Agency (SANA).

Al-Sharaa, “A debt owed by Syrians to Hama”

Although the city itself did not witness destruction during the years of the Syrian revolution, the surrounding countryside, especially in the north, suffered extensive devastation due to military operations and the bombardment carried out by the former Syrian regime.

According to an ATLAS published by the United Nations Institute for Training and Research (UNITAR) in 2019, there are 9,459 completely destroyed buildings in Hama province, 404 severely damaged buildings, and 666 partially damaged buildings, bringing the total to 10,529 affected buildings.

Hama holds symbolic significance, as it witnessed massacres under both Assads, Hafez al-Assad and his deposed son Bashar al-Assad, most notably the mass killings of 1982, in which around 40,000 people were killed.

During his participation in the campaign, President al-Sharaa said that “the wound of Hama did not concern the people of Hama alone, but all Syrians, and it is a wound that has lasted for more than 40 years.”

He added, “There is a debt owed by Syrians to Hama, and it is our duty today to repay this debt,” and, “Just as Hama set an example in sacrifice and redemption, it must now set an example in rebuilding.”

Previous campaigns

The “Fidaa for Hama” campaign is an extension of earlier campaigns launched in several Syrian provinces with the participation of businesspeople, community figures, and civil organizations, under government supervision.

The first of these was the “Homs Wednesday” campaign on 13 August, which raised 13 million dollars during its launch event.

In Daraa, the “Abshiri Horan” campaign reached more than 36 million dollars during its launch ceremony on 30 August. (Horan is a region in southern Syria that largely overlaps with today’s Daraa province.)

On 11 September, the “Deir al-Izz” campaign was launched, raising nearly 30 million dollars on its first day in Deir Ezzor province (in eastern Syria).

The “Our Countryside Deserves” campaign was launched in Rural Damascus (the countryside around Damascus in southern Syria) on 20 September, and donations quickly exceeded expectations, reaching more than 76 million dollars.

The “Loyalty to Idlib” campaign, launched on 26 September, managed to collect more than 208 million US dollars during its launch event.

The “Aleppo Is for Everyone” campaign was also launched, with results expected to be announced in mid December, amid expectations that it could raise around one billion dollars.

What impact do these campaigns have?

Nibal Najmeh, General Director of Private Banking Services for the Middle East at Standard Chartered Bank, said that the government’s drive to organize these campaigns is an indirect acknowledgment of the difficult economic reality, since this activity aims to strengthen social solidarity and diversify the financial resources needed to cover reconstruction costs, which are overall costs that require combined government and popular efforts.

Najmeh added, in a previous interview with Enab Baladi, that these campaigns align with the self-reliance discourse promoted by the government and provide evidence of the resilience of society and the ability of the Syrian people, inside and outside the country, to finance themselves on their own.

By contrast, the head of the Arab Economists Forum, Samir Aita, believes that the state has failed to support citizens and to sponsor development projects, pushing people toward popular campaigns, while what the Syrian state has done is merely to exploit these campaigns in the media.

Aita told Enab Baladi in an earlier report that these initiatives carry a clear message, namely that society needs state institutions that are close to it and to the needs of daily life, and that it is important for these initiatives to take an institutional pathway, meaning that the collected donations, or any external aid, should be placed within the budgets of local councils, with oversight over spending and implementation of priorities, rather than becoming a tool for direct influence or influence exercised through “associations.”
