Donald Trump has told Ukraine to accept a US-backed peace deal by Thursday despite Volodymyr Zelensky warning his country it would strip them of their “dignity”.

The 28-point plan parrots key Russian demands and would force Ukraine to cede territory it currently controls, slash the size of its military to 600,000 and renounce ambitions to join Nato.

Russian special envoy Kirill Dmitriev spent three days with Trump envoy Steve Witkoff in Miami thrashing out the plan according to reports, raising fears the deal has been set up to suit the Kremlin.

On Friday night, US army secretary Daniel Driscoll met western ambassadors in Kyiv to insist there was no room for negotiation at a volatile meeting described by one European official as “nauseating”, the Financial Times reports.

Zelensky said Ukraine was now facing “an extremely difficult choice” to either “lose our dignity or risk losing a key partner” over the proposals.

Asked about Zelensky’s comment, the US President said: “You mean, he doesn’t like it? He’ll have to like it, and if he doesn’t like it, then they should just keep fighting, I guess.

“At some point he’s going to have to accept something he hasn’t accepted.”

Meanwhile, there are noises coming out of Brussels that there may be a trip to Washington this week to persuade Trump to think again.

However, The i Paper understands there are no plans for the Prime Minister, who is at the G20 summit in South Africa, to travel to Washington.

Starmer has spoken to France’s Emmanuel Macron and Germany’s Friedrich Merz alongside the Zelensky, by phone to discuss the measures.

At the summit in Johannesburg – which Trump has snubbed – Starmer and other leaders will “discuss how we can secure a full ceasefire and create the space for meaningful peace negotiations and look at how we can strengthen this plan for the next phase of negotiations”, the Prime Minister said.

Here are some of the controversial proposals in the US deal:

“A comprehensive non-aggression agreement will be concluded between Russia, Ukraine and Europe. All ambiguities of the last 30 years will be considered settled”.

The wording could be interpreted as excusing Russian interference in Ukraine and its breaching of prior agreements.

It also nullifies any pursuit to retake the Crime despite the fact it is Vladimir Putin who invaded the territory in 2014 before launching a full-scale invasion of Ukraine in 2022.

“It is expected that Russia will not invade neighbouring countries and NATO will not expand further.”

This is not a guarantee and has to be viewed with deep scepticism given Russia has sparked a war with Ukraine after invading.

It does not reiterate the Nato Article 5 guarantee that the alliance and the US will defend every inch of the coalition territory.

It also allows Russia a deciding voice in which countries should be allowed to join Nato.

“Ukraine will receive reliable security guarantees.”

Ukraine has previously been given guarantees which have been violated, such as the 1994 Budapest memorandum where Kyiv gave up its nuclear weapons in exchange for security backing from the US and a pledge from Russia to respect Ukraine’s territorial sovereignty

In 2014 and 2015, ceasefire agreements brokered in Minsk intended to end the conflict in eastern Ukraine’s Donbas region also collapsed

“The size of the Ukrainian Armed Forces will be limited to 600,000 personnel.”

Despite Russia being the aggressor there appears to be no limit being placed on the size of its military.

By halving its armed forces, It also punishes Ukraine and infers Kyiv are to blame for being invaded while leaving the country more vulnerable to further Russian military action.

“NATO agrees not to station troops in Ukraine.”

This could throw into doubt plans for a ‘coalition of the willing’ being thrashed out by Sir Keir Starmer and other European leaders.

Under that plan, soldiers would be stationed in Ukraine to police any peace deal.

“A dialogue will be held between Russia and NATO, mediated by the United States, to resolve all security issues and create conditions for de-escalation in order to ensure global security and increase opportunities for cooperation and future economic development.”

This drives a wedge between Nato and the US, which is part of the alliance.

It also positions the US as a neutral observer rather than as part of Nato.

“Russia will enshrine in law its policy of non-aggression towards Europe and Ukraine.”

Given Russia’s recent history of invading European neighbours – Georgia, Chechnya, Crimea – this is an almost laughable claim.

While denying its involvement, Russia has been accused of carrying out a number of hybrid attacks on European countries, most recently on Poland’s railway lines and an arson arson attack on Ukrainian-owned warehouses in Leyton, east London, in 2023.

Russian intelligence officers were also identified as the main suspects behind the Salisbury poisonings in 2018.

“All Nazi ideology and activities must be rejected and prohibited.”

Russia has consistently referred to Ukraine as Nazis, which it used as justification for launching its full-scale invasion.

Launching the biggest European invasion since the end of World War Two, Putin said his goal was to “demilitarise and denazify” Ukraine which is a distortion of history.

“A joint American-Russian working group on security issues will be established to promote and ensure compliance with all provisions of this agreement.”

There will be questions about why Russia is being given a say on security issues and placed on a par with the US.

There also appears to be no room for Europe or Ukraine in the proposed working group despite the obvious concerns over Russian aggression.

“All parties involved in this conflict will receive full amnesty for their actions during the war and agree not to make any claims or consider any complaints in the future.”

This would exonerate those Russians responsible for war crimes such as the massacre of hundreds of civilians in Bucha.

It would also allow those responsible for abducting 20,000 Ukrainian children to be let off scot-free.
