“As temperatures drop in the northern hemisphere, humanitarian funding is also falling. Families displaced from their homes should not be left to face winter alone,” Hyde said.

She explained that UNHCR teams are on the ground and determined to protect refugees and internally displaced people from the cold, but the agency needs more funding to ease widespread suffering, “as both time and resources are running out.”

Fundraising campaign to help refugees

UNHCR announced the launch of a global winter fundraising campaign to help forcibly displaced families and returnees in several severely affected areas meet their urgent needs in the coming months.

It called on individuals and private donors to contribute to life-saving efforts as temperatures drop, at a time when many governments are cutting support for the agency.

Through the campaign, UNHCR aims to raise at least 35 million US dollars “to help repair and insulate homes damaged by shelling, provide warmth and blankets for children and older people, and offer money to buy medicines and hot food,” describing it as one of the agency’s most important fundraising drives.

According to UNHCR, 53 dollars helps one refugee access medical care in Jordan, 120 dollars provides shelter materials for a refugee family in Lebanon to repair their home before winter, and 181 dollars can provide a winter kit for a family in Syria.

Cash grant for returnees from Turkey

On November 5, the Shafak organization, an independent, non-profit civil society group founded in Turkey, began accepting applications to register for a cash grant provided by the UN High Commissioner for Refugees (UNHCR).

The grant is designated for Syrian families who voluntarily returned from Turkey to Syria after November 29, 2024.

According to the organization’s announcement, the grant is a one-time payment of 600 US dollars per family, intended to support returnees during their initial stabilization phase inside Syria.

Shafak clarified that the link in its announcement is only for booking an appointment and organizing attendance at designated centers, adding that actual registration takes place at the centers according to the appointment obtained.

The organization noted that its role is limited to assisting with the registration process, while final approval and eligibility criteria are subject to UNHCR conditions.

It also explained that, for now, the grant is only for returnees from Turkey and does not include those coming from Lebanon, Jordan, or any other country.
