The City of Evanston is implementing a new policy to dispatch a police supervisor to reports of incidents involving federal agents in the community.
The police response is part of a new policy implemented by the mayor to push for transparency and accountability.
The order comes as border patrol commander Greg Bovino was involved in an immigration enforcement Friday in Evanston, just steps from Chute Middle School. Witnesses said at least three people were detained during an encounter with federal agents.
“It was awful, there were ICE agents and [Chicago Border Patrol] CBP agents pointing guns at community members, pepper spray in the face of community members within eyesight of our Chute Middle School students and that is not okay,” said Allie Harned, Chute Middle School social worker.
Evanston Mayor Daniel Biss was also seen on video along with Evanston Police near Oakton Street and Asbury Avenue.
“A police supervisor is going to go to the scene immediately try to get identification that this is a federal agent and do what they can to keep people safe,” said Mayor Biss.
The city introduced the policy this week believed to be the first of its kind in the Chicagoland area. The mayor said police supervisors will now respond to federal activity if they receive 911 calls from residents and attempt to gather any information for investigative purposes, including interviewing witnesses and collecting cellphone videos. The information would be documented in an incident report, according to the mayor.“Unfortunately, our community is under attack from armed federal agents and our police department is in a very tough position of having to do our best to keep our residents safe from our federal government,” said Biss. “It’s awful, it is obscene.”
Border Patrol Commander Greg Bovino was seen conducting enforcement on three landscapers Friday morning in Evanston.
Jaime Acosta said he and his coworkers were targeted and were asked about their status. He’s a U.S. citizen and has been in the country for 20 something years.
“We’re trying to be safe you keep your paperwork with you all the time in the back pocket you know,” said Acosta.
Community members mobilized following the incidents saying kids and families should be able to celebrate safely without fear of federal agents on this Halloween night.
“This Halloween this is a day for ghost and goblins, for our children to dress up, but we saw ghost and goblins in ICE agents today,” said Michael Nabors, NAACP Evanston Branch President.
All students in District 65 had indoor recess Friday as a precaution. The Evanston Township High School had a closed campus protocol meaning students had to remain on campus during lunch and free blocks.
As for the incident at Oakton and Asbury, police said officers responded to reports from residents and federal agents around 12:30pm regarding a traffic crash, in which a civilian vehicle rear-ended a federal vehicle.
The crash led to a disturbance at the scene. Police said the driver of the civilian vehicle was taken into custody by federal agents and a confrontation broke out during the arrest between residents and the agents. Police worked to stabilize the scene, and no one was taken into custody by Evanston police.
