DENVER (KDVR) — A civil jury awarded $19.75 million Friday to six people injured in 2022 when a Denver police officer fired shots in a crowded area while trying to apprehend an armed suspect.
In the early morning hours of July 17, 2022, Denver police officers responded to a report of a fight near the intersection of 20th Street and Larimer Street in the LoDo area. Three officers responded and shot suspect Jordan Waddy after he pulled a gun.
The six plaintiffs filed suit against now-former officer Brandon Ramos. In a statement Friday, lawyers for the bystanders said the "six innocent bystanders suffered life-changing injuries," and "The significant award recognizes the suffering that these six victims endured at the hands of an officer who vowed to serve and protect but instead fired at will into a crowd."

(KDVR)According to the lawsuit, the incident began after Waddy punched someone and left the area. Police noted Waddy had a bulge in his pocket, and three officers tried to contact him as he walked away. Officers Kenneth Rowland and Megan Lieberson were across from Waddy when he threw the gun onto the sidewalk and put up his hands. The lawsuit said that during this time, both officers fired six rounds of shots with a crowd in the area, some of which hit Waddy.
Meanwhile, Ramos was standing on the sidewalk during the shooting and could only see Waddy from the side when he fired two shots in his direction. An indictment said that Ramos knew there were a lot of people behind Waddy, and Waddy never turned toward Ramos and directly threatened him.

The Denver Police Department said Ramos resigned from the department.
The civil suit was filed by bystanders Yekalo Weldehiwet, Bailey Alexander, Willis Small IV, Mark Bess, Angelica Re, and Ayla Bersagel.
In 2024, Waddy pleaded guilty to a single count of conspiracy to commit possession of a weapon by a previous offender.
