ELMIRA, N.Y. — State police and the Elmira Police Department say a 26-year-old Elmira Police officer was arrested Wednesday after a months-long investigation into the unlawful release of confidential information.
State police say on July 22, they got a complaint from the Elmira Police Department about potential leaks of sensitive information.
In a statement from Chief Kristen Thorne of EPD, he says he was made aware on July 18 that an Elmira Police officer supposedly gave out confidential information to another person. They then suspended the officer and contacted state police to do a deeper investigation.
On July 31, state police say search warrants were executed at two locations and various electronic devices were seized, which later led to Shyonna Pacheco’s arrest.
Pacheco was charged Wednesday with hindering prosecution in the second degree, two counts of official misconduct, and two counts of obstruction of government administration in the second degree.
Thorne said in the statement that the release of the unauthorized information jeopardized an active investigation, and put people involved in the investigation at risk.
Pacheco was arraigned in the City of Elmira Court and released on her own recognizance.
Thorne said in his statement that an internal investigation remains ongoing, and the termination process has begun.

“On July 18, 2025 it was brought to my attention that an Elmira Police Officer was alleged to have provided confidential police information to an individual. This unauthorized release of information jeopardized an active investigation and placed individuals involved in that investigation at risk.
The Elmira Police Department took immediate action by suspending the Officer and revoking all access to department files, buildings and information systems.
Due to the seriousness of the allegations, the Elmira Police Department requested the assistance of the New York State Police. The New York State Police conducted a criminal investigation, which ultimately resulted in the arrest of the officer.
On October 15, 2025, Officer, Shyonna Pacheco, 26 was charged with Hindering Prosecution 2nd Degree, a Class E Felony; two counts of Official Misconduct, Class A Misdemeanors; and two counts of Obstruction of Governmental Administration 2nd Degree, Class A Misdemeanors.
The internal investigation remains ongoing, and the Officer continues to be suspended. The Elmira Police Department has initiated the termination process.
The Elmira Police Department will not tolerate official misconduct among its Officers. This behavior does not reflect the values of our department, brings discredit to the agency and interferes with our ability to fulfill our duties to the community effectively.
The Elmira Police Department will not be releasing any further information at this time.”
