Mazen Alloush, public relations director at the General Authority for Land and Sea Border Crossings, told Enab Baladi the ship is carrying a diverse cargo that includes new and used cars, tractors, consumer goods, and foodstuffs such as rice, sugar, bananas, and canned goods, in addition to electrical appliances, spare parts, fertilizers, construction materials, and textiles. He noted these goods represent the allocation for the Syrian market from the ship’s total load.

Alloush added that the vessel will, in turn, be loaded with products prepared for export from Syria, including underwear and outerwear, foods, detergents, and textile, metal, and plastic manufactured goods, helping energize exports and support the national economy.

He explained that the “NAVEGANTES” is a container ship with a nominal capacity of around 2,500 twenty-foot equivalent units (TEU).

A sign of Syria’s ports coming back online

According to Alloush, the symbolic importance of receiving a large ship like the “NAVEGANTES” in Latakia lies in signaling a relative improvement in logistical and security conditions and a restoration of global confidence in the technical and operational capabilities of the International Container Terminal at Latakia. He said the port has historically been able to receive large ships, but accommodating a vessel of this size now carries special meaning after a long hiatus, indicating a more stable operating environment and a return of Syrian ports to their natural role in regional maritime trade.

Alloush noted the ship belongs to the French CMA CGM Group, one of the world’s largest ocean carriers and logistics providers. He said the group ranks among the top globally by container fleet size and operates numerous container terminals worldwide, including the International Container Terminal at Latakia.

He emphasized that cooperation between the Authority and CMA CGM is significant, as it helps integrate Syrian ports into the global transport and trade network and strengthens the Port of Latakia’s position as a regional hub rather than merely a local gateway, opening wider prospects for imports and exports.

333 commercial ship calls

Alloush said that from the start of the year through the end of the third quarter, Latakia Port received 333 commercial ships from various global ports, carrying essential and food commodities as part of efforts to bolster the country’s economic and trade security.

He pointed out that Latakia is Syria’s most important seaport and the principal commercial gateway through which the country receives most of its strategic and consumer goods. The port, he said, has the operational capability to accommodate large vessels thanks to berth depths reaching 12 meters, with plans to deepen them further to receive even larger ships. He added that the container terminal is seeing ongoing development in performance, equipment, and infrastructure, making it an emerging regional node in the maritime transport network.

As part of Latakia Port activity, the CMA CGM vessel “MONTREAL” arrived on September 21, carrying varied shipments of materials and commercial products that, the Authority said on Facebook, help improve market supply and support economic activity. New concession agreement

On May 1, the Syrian General Authority for Land and Sea Border Crossings signed an agreement with France’s CMA CGM at the People’s Palace in Damascus, in the presence of Syrian President Ahmed al-Sharaa.

Ahmed Ali Mustafa, director of the Port of Latakia, told Enab Baladi at the time that the previous contract between the French company and the former regime, which had been renewed in November 2024 to manage the Latakia container terminal, was halted. Since taking office, the Syrian government has worked on a new contract with new terms.

According to Mustafa, key elements of the new agreement include a 30-year term and planned investments totaling 230 million euros, with 30 million euros to be injected in the first year. Over the following four years, a new berth to international standards will be built at Latakia Port, 1.5 kilometers long and 17 meters deep, with an investment value of up to 200 million euros. This berth will allow entry of larger cargo ships in greater numbers than those calling at the port today and will provide the necessary on-shore and off-shore infrastructure to operate it. From the fifth year onward, the investment is expected to start yielding returns, with capital injections continuing over the subsequent 25 years.
