Fawza Youssef, the co-chair of the delegation negotiating with the Syrian government, said that integrating the Syrian Democratic Forces (SDF) into the Syrian Army “would make the military an institution that serves all Syrians, away from sectarian and ethnic divisions.”

In an interview with the Turkish newspaper Ajansa Welat on Tuesday, October 14, Youssef explained that recent meetings in Damascus between an SDF committee and Syrian Army officials discussed the future relationship between the two sides and a mechanism to incorporate the SDF into the Syrian military institution.

According to Youssef, the talks included organizing SDF into three military corps, as well as exploring cooperation on internal security to ensure stability.

On the broader understanding between the Autonomous Administration and Damascus, Youssef said, “Many provisions have yet to be implemented, but we hope the process will continue.” She stressed that political and economic stability in Syria will not be achieved without a fair democratic solution, adding that de-escalation is essential for any economic or reconstruction project and can only come through a comprehensive national agreement.

Regarding the recent tension in the Sheikh Maqsoud and al-Ashrafieh neighborhoods (Aleppo city, northern Syria), Youssef said the government “imposed a blockade and prevented supplies, which caused tension and reactions from residents.” She confirmed that a ceasefire had been reached, describing it as “fragile,” with military and security committees working “to implement the April 1 agreement and ensure both sides’ compliance.”

Syria’s state-run al-Ikhbariyah channel reported on October 6 that clashes began when the Syrian Arab Army detected an SDF tunnel linking its positions to an area behind army and security positions around al-Ashrafieh, saying troops blew up the tunnel and redeployed around the Sheikh Maqsoud and al-Ashrafieh neighborhoods, while Internal Security deployed checkpoints to prevent SDF fighters from infiltrating.

The channel added that SDF sent members in civilian clothes who clashed with security checkpoints using sticks and stones, during which armed SDF elements infiltrated and targeted Internal Security posts, and mortar rounds struck neighborhoods adjacent to al-Ashrafieh and Sheikh Maqsoud.

Youssef had previously taken part in a meeting with the Syrian government on May 28 to discuss the terms of the March 10 agreement signed by Syria’s Transitional President Ahmed al-Sharaa and SDF commander Mazloum Abdi.

Turkey accused of “denial policy”

Youssef said Turkey still pursues a policy of denial and seeks to dismantle Kurdish institutions under the banner of integration. She added that Ankara links the Kurdish question in Turkey to developments in Syria, “a strategically flawed approach,” arguing that resolving the Kurdish issue in North Kurdistan would make Kurds friends of Turkey.

If Turkey recognized Kurds’ democratic rights, she continued, a new path would open toward genuine stability, and that path runs through dialogue, not escalation.

On contacts with Turkey, Youssef said they are “limited and indirect,” stressing that the Autonomous Administration has not harmed Turkey but “only defended itself.” She added, “The attacks have brought Ankara no gains. We want an understanding, but the Turkish government still clings to confrontation.”

Call for Kurdish unity

Speaking about efforts to unify the Kurdish position in Rojava (northeastern Syria), Youssef said the process continues with slow but steady steps despite multiple attempts by various parties to weaken or divide it. Those attempts have not achieved their aims, she said, and a unified Kurdish stance has started to take firmer shape over time.

She noted that current conditions require moving from partial dialogues to a more inclusive step, a Kurdish national conference based on democratic unity that brings together Kurds not only in Rojava but wherever they live.

Achieving such unity, she said, would be a historic turning point that could make this century, in her words, “a Kurdish century,” pointing to accumulated political, military, and administrative experience over the past years as a real foundation for making that goal a reality.

Ongoing negotiations with Damascus

Delegations from the Autonomous Administration and SDF continue to negotiate with Syrian government officials in Damascus. The latest round was on Monday evening, October 13, when an SDF military delegation arrived in the capital to discuss “integration” into the Syrian Army.

The SDF delegation included General Command members Sozdar Haji and Sipan Hemo, SDF spokesperson Abgar Dawood, and commander Shaker Arab, met with Syrian Defense Minister Marhaf Abu Qasra.

Separately, the “Security Committee for North and East Syria”, Lieutenant General Diler Temo, Lieutenant General Ali al-Hassan, Lieutenant General Aho Lahdo, and Arin Mustafa, the deputy co-chair of the Interior Authority, met with Syrian Interior Minister Anas Khattab.

On October 7, Transitional President Ahmed al-Sharaa and SDF commander Mazloum Abdi held a meeting in Damascus to discuss outstanding issues in the March 10 agreement.

Agence France-Presse reported, citing two sources, that the meeting was attended by the US envoy to Syria, Thomas Barrack, and US Central Command’s Vice Admiral Brad Cooper.
