The Director of the Consular Affairs Department at the Syrian Ministry of Foreign Affairs and Expatriates, Mohammad Yaqub al-Omar, announced that the ministry is preparing to open new consular offices in the provinces of Idlib and Deir ez-Zor.
In a statement to the state-run Syrian Arab News Agency (SANA) on Monday, October 13, al-Omar said the primary goal is to bring services closer to citizens and spare them the hardship of travel.
He confirmed that the ministry is working to develop and expand consular services across Syrian provinces in line with the state’s push for digital transformation and improved public-service quality.
Al-Omar noted that the ministry has launched e-sticker authentication in Aleppo, a step intended to streamline procedures and provide faster, more accurate services for the public.
The ministry is currently updating the electronic sticker used for document attestations so that its design aligns with the state’s new visual identity, while adding high-security features that make it tamper-resistant.
Building consular capacity
Regarding human-resource development, al-Omar said the ministry has completed the training of 29 male and female trainees in consular work.
These staff members have been deployed across the provinces to boost technical and administrative capacity at consular offices.
He added that service counters inside consular halls have recently been expanded nationwide to keep pace with the high number of visitors, relieve crowding, and speed up transaction processing, which in turn improves both visitor experience and workflow efficiency.
The Consular Affairs Department has also launched a dedicated quality unit to monitor the performance of diplomatic missions and domestic consular offices, standardize procedures, measure performance, manage complaints, and run continuous training programs to raise staff competencies.
Al-Omar described the ministry’s current track as a qualitative leap for Syrian consular work, combining technical upgrades, workforce development, and wider geographic reach to better serve citizens everywhere.
Services abroad
Al-Omar spoke of what he called urgent adjustments at the Syrian Consulate in Istanbul to raise service quality and meet citizens’ needs.
According to his remarks to SANA on October 2, a new online appointment system has been adopted, and access to the consulate building is now strictly tied to each visitor’s unique electronic number. He said this aims to end disorder and make visits smoother.
He added that passport forms and required documents have been converted to pre-fillable electronic templates so applicants can bring completed forms with them, helping shorten processing times.
The passport service throughput, he said, has risen from 70 to a minimum of 700 passports per day, with plans to increase capacity gradually over the next two weeks.
The consulate also doubled the number of daily consular powers of attorney from 25 to 50, and raised the daily ceiling for attestations to 1,000 transactions.
In February, the Syrian Consulate in Istanbul resumed receiving applications to issue and renew passports. At the time, consulate staff explained that applications must be submitted through the electronic booking system.
