COLUMBIA, S.C. (QUEEN CITY NEWS) — A South Carolina lawmaker has found himself at odds with the state’s top law enforcement agency.
Earlier this week, Congressman Ralph Norman penned an open letter to SLED, the South Carolina State Law Enforcement Division. In that letter, Norman demanded answers about why an alleged killer was out on the streets when he murdered a 22-year-old woman back in Columbia in May.
Logan Federico, a Waxhaw native, was visiting friends when Alexander Dickey allegedly broke into the home where she was staying, stole credit cards, and then shot and killed Federico.

(Columbia Police Dept.)Following emotional testimony from Logan’s father during a congressional hearing in Charlotte last month, Norman has called for changes at several law enforcement agencies. In Norman’s letter to SLED, the congressman questioned why Dickey, a repeat criminal, had an incomplete record with the courts.
norman letterDownloadLate Friday, SLED Chief Mark Keel responded.
Keel acknowledged the system failed to hold Dickey accountable, but he also questioned Norman’s motive. Keel accused the representative of playing politics “where a young, innocent girl was tragically killed.”

“I will not allow the integrity of SLED and our hardworking employees to be unduly tarnished in exchange for political talking points,” wrote Keel.

In an X post, Norman stood by his letter, arguing that he is demanding answers, accountability, and real reforms.
Meanwhile, Dickey is currently awaiting trial, and the state’s Attorney General wants prosecutors to seek the death penalty.
