ROCHESTER, N.Y. – A young man’s missing $360 refund has been found after a complicated journey involving a payment app and his bank.

Jonah Breskin decided to go on a trip to Israel with Birthright Israel in 2023. The trip required a deposit of $360, which would be returned to the traveler after the trip. Breskin paid through PayPal using his TD Bank debit card.

“So, I went, I’m going to put some money down a trip that I’ve been thinking about taking and if I don’t go on it, I don’t go on it. It’s a refundable purchase,” Breskin said.

After two years, Breskin still hadn’t gone on the trip, so in June of this year, he got a refund through PayPal. However, there was a problem.

“I had closed that card earlier in ’24 I believe because someone in California was ordering food on my debit card. My numbers had gotten stolen,” Breskin said.

TD Bank told him they couldn’t find the money. After three months of phone calls to both the bank and PayPal, TD Bank sent him a letter saying, “Our records confirm that TD Bank did not receive a $360 refund from PayPal.” But PayPal insisted the credit to the card transfer of funds to the bank was completed successfully.

“What are consumers rights when dealing with those third-party payment apps,” asked News10NBC’s Deanna Dewberry.

“Companies are entitled to have their own policies and PayPal’s policy is to return any funds to the original form of payment, said Leslie Silva, a principal at McCall, Sweeney & Silva. And they have all this material on their website that says even if the card is cancelled you should still get your money. It will still go through to the bank.”

Dewberry sent emails to both parties, and that very afternoon, Breskin got some phone calls from PayPal.

“They said we’re still looking into it, but we wanted you to know that we wanted to credit you the $360 in good faith,” Breskin said.

But the story doesn’t end there. Then he got a call from TD Bank.

“And they said that they had found the original refund,” Breskin said.

Breskin said he was frustrated that it took a call from a reporter to escalate his case and find the money.”

“The fact that consumers don’t get the same privileges across the board. I shouldn’t have to fight back and forth and back and forth for three and a half months,” Breskin said.

The bank found the money, but PayPal gave him $360 as a goodwill gesture. PayPal says he can keep the money. Consumers should remember that when you have a dispute with any company, get everything in writing. Breskin didn’t just call customer service, but he followed that with emails.
