CANANDAIGUA, N.Y. – The city of Canandaigua is reviewing the results of a staffing study nearly a year after a deadly fire raised concerns about firefighter staffing levels. The study, conducted by the Center for Public Safety Management, recommended hiring more firefighters and creating a lieutenant position.

The study suggested that, in the long term, there should be 10 personnel on each shift. Currently, Canandaigua Fire Department staffs two fire stations 24/7 with two personnel on duty at each station. The department has 20 full-time firefighters serving a population of about 20,000 people across 36 miles.

The staffing issue was highlighted after a fire last year resulted in the death of a 98-year-old man. Firefighters at the scene said they did not have enough staff to handle the fire and save the man.

“We had to make a decision. Do we fight the fire or do we help this poor woman’s dad? You and the councils ahead of you put me and Kevin in that position to make a decision on what do we do?” said firefighter Adam Faville to the city council last December.

Faville explained that due to being short-staffed, he was doing the job of five people. In past budgets, higher taxes have allowed for more firefighters.

“Yeah, be a 15% increase, which amounted to about, an additional $430, to an average house..obviously, nobody wants to have more taxes. And it is it’s a tough decision for us to make. You know, where’s the balance point? What’s right?” said Mayor Bob Palumbo.

The fire union is expected to discuss funding and the entire study with the city council at a meeting tonight. Another option raised by the study is the creation of a regional fire department, which could allow for better use of city and town resources as the area grows.
