The Syrian Ministry of Justice announced the cancellation of more than 287,000 legal pursuits issued during the rule of the former regime, covering 68 categories of crimes.

According to the decision, published by the Syrian Arab News Agency (SANA) on Friday, October 3, and dated September 25, the cancellations include police bulletins and arrest warrants issued by military courts under the former regime, which were tied to dozens of charges.

Mohammed Samer al-Abd, the ministry’s government liaison officer, said the decision came after the conclusion of the specialized judicial committees’ work in the abolished terrorism courts and the beginning of operations in military courts. Specialized committees reviewed the cases and submitted recommendations to the Supreme Judicial Council, which approved them, SANA reported.

68 Crimes Covered

The canceled warrants and bulletins had been issued for crimes such as insulting the head of state, insulting the army, undermining state prestige, weakening national sentiment, protesting, unlicensed currency exchange, assaulting a public employee, insulting a public administration, using someone else’s vehicle, driving with a confiscated license, and threatening a superior.

They also included dealing in non-Syrian currency, possession of expired goods, desertion, possession of an unlicensed hunting rifle, carrying a handgun, arms trafficking, evasion of military service, trading subsidized bread, attempting to leave the country illegally, and entering Syria illegally, among others.

The decision stipulated that the Criminal Security Administration must be notified via the Interior Ministry to remove these bulletins from its databases. The Interior Ministry must also notify the Immigration and Passports Directorate to delete the names included in this decision from travel ban and border watch lists.

Removal of Travel Bans

On September 3, the Ministry of Justice had already announced the removal of “millions” of entries in the state’s asset-freeze and travel-ban system.

At the time, Mohammed Samer al-Abd told SANA that the ministry was working on clearing travel-ban entries registered over the past 14 years. He confirmed that millions had been removed, while work was still ongoing on the remaining cases, many of which involve routine criminal, civil, or administrative matters.

He clarified that returning travelers would not be detained but only informed to regularize their status, unless there was an active case filed by the Public Prosecution.

According to Enab Baladi’s monitoring, Syrian travelers often face delays and financial losses at land crossings and airports due to pending cases or security alerts linked mostly to political positions against the former regime. These situations sometimes force them to return to government offices to clear the alerts, causing ticket losses and delays lasting hours or even days due to overcrowding at state centers.

Millions Once Wanted

Syrian Interior Minister Anas Khattab stated that the ministry had canceled the majority of security wanted lists, leaving only those facing judicial or criminal charges. He noted that nearly one-third of Syria’s population had once been wanted by the former regime’s security branches.

Khattab told the state-run Ikhbariya TV channel on June 4, “We were shocked by the number of people wanted by the defunct regime’s security agencies, “it had reached millions”

He added that the ministry found in the archives of Political Security millions of reports that had caused harm to citizens, pointing out that the former regime required nearly all procedures to pass through the Interior Ministry and its security branches.

According to Khattab, the ministry is now working to abolish many outdated measures and reduce security interference in daily life.
