The resolution reaffirmed that “the acquisition of territory by force is inadmissible” under the UN Charter, international law, and relevant Security Council resolutions.

It called on Israel, as the occupying power, to rescind its decision immediately, and reaffirmed that the Fourth Geneva Convention of 1949 continues to apply to the occupied Syrian territory.

The Council requested the UN Secretary-General to report back within two weeks, and agreed to reconvene no later than January 5, 1982, to consider “appropriate measures” in case of non-compliance.

Renewed debate over the Golan

Israeli Foreign Minister Gideon Sa’ar recently stated that Israel intends to retain the Golan Heights as a key condition in what he termed a “normalization plan with Syria.”

The official admitted that the proposal was “unworkable” since any concession on the Golan would mean the end of al-Sharaa’s rule.

Reuters sources added that Israel showed reluctance to give up the gains from its southern Syria occupation. On September 26, the agency reported that last-minute talks toward a security agreement between Israel and Syria stumbled over Israel’s demand for a “humanitarian corridor” into Suwayda province (southern Syria).

Political and strategic significance

Israel captured the Golan Heights from Syria during the June 1967 Six-Day War. In 1981, Israel unilaterally annexed the territory, a move unrecognized internationally until the U.S. backing under Trump in 2019.

Today, the Golan hosts more than 30 Israeli settlements with around 20,000 settlers, alongside about 20,000 Syrians, mostly Druze, according to a BBC report translated by Enab Baladi.

For Israel, the Golan is a strategic vantage point overlooking southern Lebanon, northern Israel, and much of southern Syria. It also supplies one-third of Israel’s water needs and contains fertile volcanic soil for vineyards, orchards, and livestock farming. The area is also home to Israel’s only ski resort.
